Subject: CLINTON AND RPS...
Prosperous and intelligent people,
I remember someone said something about RPS and there isn't an inherent
barrier due to Clinton. I asked about it and no one responded so I started to
get a little scared about it. HOWEVER, today, I looked through HARVEX and
found the card that brought tears to my eyes. The tagline read... CLINTON
DOESN'T SUPPORT RPS. For all of you running RPS, here's THE inherent
barrier...

The Electricity Daily, Volume 9, No. 73, October 14, 1997, p. Lexis
Greens in Washington last week said they fear the White House's ardor for
renewables is flagging. The Sustainable Energy Coalition delivered a letter
to President Clinton expressing concerns "about reports of dwindling
administration support for a comprehensive package of incentives to promote
sustainable energy technologies as part of federal electric restructuring."
The letter also said there are "indications" that the administration won't
back a national fund for public benefits nor a significant renewable portfolio
Standards. The group threatened that it would not support an administration
bill that doesn't contain both of those provisions. The letter added that the
groups will oppose a bill that doesn't contain major enviromental provisions
designed to counter alleged enviromental impacts of electric restructuring.
I hope this helps some of you running RPS. As for you guys, maybe you could
help me. I was in a round and the neg team brought up an argument that
utilities couldn't afford it. Any one have any answers for this? We tried to
say that the larger ones are the most important and they could afford it but
we didn't have any evidence to bakc it up. Please help us.
