The first wave of the Capitol Classic is off the press - Eight New
Affirmatives are ready to Go! Below are the plans of the Capitol
Classic:
Heidt/Luskey/Stables (Lab Assistant: Gates): North Korea Aff
Plan: The United States federal government should establish a foreign
policy significantly limiting the use of weapons of mass destuction by
offering to negotiate with the government of North Korea in a manner
consistent with the Clinton administration's engagement policy. Through
the Trilateral Coordination and Oversight Group, the US should offer the
removal of economic sanctions, the full funding for the Korean Energy
Development Organization and the expansion of economic relations as
consistent with the implementation of the Agreed Framework. We will
clarify.
Heidt/Luskey/Stables (Lab Assistant: Gates): Sign Biological Weapons
Convention Accords
Mancuso/Pomorski/ (Lab Assistant Jarvis): First Strike Aff
The United States shall unilaterally reduce its nuclear weapons to a
level between 1000 and 1500 and declare a "no first strike" pledge
against Russia. The U.S. will also construct a two-tiered system of
missile defense limited to a ground or sea based boost phase intercept
of 150 interceptors, and a midcourse intercept system based in North
Dakota of 50 interceptors. The United States will encourage reciprocal
force cutbacks by Russia and cooperation on missile defenses with
Russia, China, and our allies. Funding and enforcement guaranteed.
Affirmative speeches shall clarify intent.
Martin/Wiley (Lab Assistant: Keane): India/Pakistan
The United States federal government through appropriate means should
lift the remaining sanctions imposed on India and Pakistan by the Glenn
Amendment to the 1994 Arms Control Export Act. This includes but is not
limited to the prohibitions on the transfer of dual-use technology. The
united States should also make available to India and Pakistan the
technical information pertaining to the permissive action links systems
(PALs). We reserve the right to clarify intent.
Nuclear Leakage Aff: (also Martin/Wiley/Keane)
The US Federal Government establish a foreign policy limiting the use of
weapons of mass destruction by substantially increasing the scope and
intergration of the Cooperative Threat Reduction program under the
Nunn-Lugar Act.
This will include, but not be limited to integrating and consolidating
current programs, increasing overall funding levels to a minimum of $50
million dollars per year, and focusing on increased cooperation efforts.
The recommendations of Luongo, Bunn and Doyle will form a baseline for
action.
Funding and Enforcement by normal means.
Charles/Lee (Lab Assistant: Brokos): De-Alert
The United States federal government will take its nuclear weapons off
hair trigger status.
