	guidelines.  Funds from Nunn-Lugar agreement will be used to buy

	It's the straight R&D case from DDI, no extra work done.  Warning:
	2AC barely reads any cards, a thousand analytics with no analysis,
	and maybe one card per two neg issues.  Advantages are heg and
	protectionism.

	Plan: USFG will establish a state minimal RE standard.  This
	standard will initially set a 5% renewable energy mandate on all
	power industries by 2005.  The floor will increase 5% every 5
	years.  A renewable credit trading system will be established.

	Plan: PLANK 1:  This plan shall be overseen by a newly developed
	and appointed office of the Department of Energy titled the Office
	of Renewable Energies, hereafter known as the ORE.
	PLANK 2:  Mandates: 1. The ORE will oversee the establishment of a
	policy of subsidies and economic incentives to substantially
	develop and commercialize the use of energy from hydrogen which
	will include, but not be limited to the following energy sectors:
	A. Transportation B. Utilities C. Industrial D. Residential E.
	Commercial. 2. A 10-year phase in shall accrue to allow for an
	effective and smooth transition from fossil sources to hydrogen.
	Mandates for and time-frame adjustments will be made by the ORE as
	needed. 3. Jobs in affected sectors of society shall have first
	priority in the new renewable programs area.
	PLANK 3:  Funding: This plan will be financed by: 1. The diversion
	of funds from the subsidizing of domestic and foreign oil
	development. 2. Taxation of all non-renewable energies such as
	coal, oil, and natural gas. 3. The diversion of funds from
	defending oil sources and from environmental pollution programs,
	and 4. Mandates for additional funding will be made by the ORE as
	necessary.

	industry.

	corporations at 10% below their 1990 levels.  The remaining 10%
	shall be held in reserve for new companies entering the market.

	to make solar energy feasible.

	A few years back, a guy named Rand went to the magnetic North
	Pole a placed a crystal in the exact center.  He then reiki-ized
	the crystal.  However, he did not have enough dough to put the 2nd
	final crystal in the magnetic south pole.  Plan mandates that:
	Rand is given the money to place and reiki-ize the other
	crystal, all hospitals in U.S. use this form of spiritual energy.
	The two crystals combined create a magnetic reiki grid through
	which the entire world becomes happy and immune to all diseases. 
	They claim world peace, since this spiritual energy is love and
	can be transferred, and the elimination of all diseases. Most
	solvency cites are from Rand himself, who just happens to work at
	the reiki institute(!).

	RE to power all federal building as per the recommendations of

        Perfomance Based Incentives, an auction that electric companies go
        to to bid on RE to make them cost-competitive, the ones with the

	establish a RPS that will require 2.5% of all energy used, be
	renewable by the year 2000 and 20% by 2020.  This will go along
	with a renewable energy credit for each requirement.

	was the St. Mark's plan-I'm not sure if the nukes part still
	applies)

	The missiles case claims that war is inevitable.  They build a fleet
	of hypersonic missiles, hydrogen fueled, and claim that's key to
	winning the inevitable war.

	The hydro case privatizes all US hydroelectric plants, and the
	advantages are blackouts and poverty.  The plan changes--
	sometimes they privatize the PMA, sometimes just hydropower.

	Permits:
	Plan: To increase renewable energy we offer the following PLAN:
	The USFG will adopt a tradable emissions permit scheme to regulate
	industrial CO2 emissions in the US.  the scheme will be phased in
	to regulate 1990 emissions levels by the year 2005.  Funding,
	enforcement, and implementation through available means.  Aff will
	clarify.

	meet the standard.

	Mil Proc: They claim heg.  Supposedly three scenarios, we only saw

	say that plan "uses" renewables as a trade tool.

	relations high. big cite on JUSFTA is: JAMES MICHAEL LAWRENCE II,

	Adv 2 - Nuclear Iran - says that trade with Japan transfers to
	China, stopping China from trading nukes with Iran.

	UN Plan: The United States will shift its stance in the UN Climate
	Agreement from a regulatory approach to an approach using RE.  DOE
	will give gov't tax incentives to companies willing to use RE.

	international agreements regarding SPS use of geosynchronus orbit.

	Indian tribe that currently consists of a single family of four,
	but if you point out that it's too late to save them, you are
	``repugnant.''
