of Renewable Energies, hereafter known as the ORE.
PLANK 2: Mandates: 1. The ORE will oversee the establishment of a
policy of subsidies and economic incentives to substantially
develop and commercialize the use of energy from hydrogen which
will include, but not be limited to the following energy sectors:
A. Transportation B. Utilities C. Industrial D. Residential E.
Commercial. 2. A 10-year phase in shall accrue to allow for an
effective and smooth transition from fossil sources to hydrogen.
Mandates for and time-frame adjustments will be made by the ORE as
needed. 3. Jobs in affected sectors of society shall have first
priority in the new renewable programs area.
PLANK 3: Funding: This plan will be financed by: 1. The diversion
of funds from the subsidizing of domestic and foreign oil
development. 2. Taxation of all non-renewable energies such as
coal, oil, and natural gas. 3. The diversion of funds from
defending oil sources and from environmental pollution programs,

R&D.
Thus, in an attempt to begin a discussion about the issue of
renewable energy, we offer the following ideas for your
consideration. These ideas are intended to be inclusive and not
exclusive in nature, and we are open to alternative dialogue
within the confines of policy debate. The federal government
should establish a policy to substantially increase renewable
energy use in the Unites States. As per current jurisdictional
design, the federal government will establish a policy of
deployment of renewable energy, including the funding of renewable
energy research and development by $1 billion per year. Funding
and enforcement guaranteed. Counterplans with written texts,
please. Matt and I will clarify.
Case outline: Contention 1: Underinvesting in R&D
The advantage: Economy.
The transition is inevitable. Tech key to growth. Economy is
shifting and tech is crucial to maintain agility and avoid
becoming obsolete. Failure to shift = low wages. Low wages
spiral, lock us into low tech. = war, = trade wars,
protectionism.
Contention 2: Solvency.
R+D doubles RE use in a decade. Key to productivity. Solves
wages. Helps overall economy. Federal investment key.

Hemp.
Plan: Increase industrial hemp by 2%.
He has 4 versions of it - there is hemp with racism, hemp with
security hemp with feminism, and just feminism I think - anyways
- the version we saw was only 6 cards long and OB1 consisted of
two cards that basically attempted to prove topicality. The
first - Hemp is Biomass the second, a card about the importance of
legalization - the security advantage consists of 4 cards - the
first - parallels the cold war with the war on drugs and how it
destroys society (I think) - it's from Campbell in 1992 the
second card - also from campbell - continues the parallel
between the cold war and drug war, but it is specific to the
exclusionary practices and how it's based on normative discursion
and potential security threats. The third card just says that
high drug abuse increases crime - and the fourth card (also by
Campbell) says you must reject the traditional notion of security
and vote aff to solve in the real world. The extensions that are
read are mostly by Campbell.

The USFG will establish as a national goal the increased use of
renewable energy though hydrogen. The HFA of 1996 including

H2 Jets, SSP.
The H2 case has the DOD procure H2 jets for all supersonic
aircraft. The advantage is ozone depletion, specifically species
and infectious disease, off of the NOx emissions from jet exhaust.
SSP Plan: The United States federal government will shift its
research and development priorities and funding from fusion to
space solar power. The policy will consist of the following:
NASA and the Department of Energy will serve as a clearinghouse
for all ongoing and future space solar power efforts. A
demonstration project will be deployed to prove the commercial
viability of the system.
Implementation will be by the optimal means.
If you have any questions just ask.
Case outline: Contention One: Fusion blox SSP development now.
System is fully techinically feasible.
Contention Two: SPS ==> Space. SSP creates the market pull that
leads to commercial space development.
Contention Three: Space is good. Scenario One is the death stroid

Nuke Subsidies, PV Streamline.
The subsidies case shifts from nuclear subsidies to renewables,
and claims nukes bad stuff. The streamline case streamlines the
loan process for companies to purchase PVs, and claims air
pollution.
Streamline Plan: Congress will re-allocate the $200 million in
loan money outlined by Pena to the creation of a Renewable Energy
Loan marketing Corporation. The corporation will use a single,
streamlined, standardized allocations process to award loans to
companies in accord with the Million Solar Roofs initiative.
Implementation through optimal means.
Case outline: Observation one: Air pollution kills.
A. Kills 50,000 people per year. New EPA standards don't solve
jack. Impacts are linear; every decrease in air pollution saves
lives. B. Causes Sudden infant Death Syndrome. C. MSR is hampered
by bureaucracy and confusion in SQ, people don't know loans are
available.

technological efficiencies. All federal landfills will implement
appropriate methane capture and fuel cells to generate
electricity. EPA regulations will be expanded to mandate gas
capture at all open landfills. Necessary funding will come from a
reprioritization of DOE funding for climate research. All
counterplans must come with written text and source quals should
