	(shocks and dependency) and a substantial climate advantage
	(mostly oscillations).

        Perfomance Based Incentives, an auction that electric companies go
        to to bid on RE to make them cost-competitive, the ones with the  
        best bid recieve subsidies. Their advantages are all climate:     
        oscilations, and agriculture (warming).

	RPS Plan: USFG, in cooperation with utilities industry, will
	establish a RPS that will require 2.5% of all energy used, be
	renewable by the year 2000 and 20% by 2020.  This will go along
	with a renewable energy credit for each requirement.

				Hawaii, Natives.
	Hawaii case funds renewables projects in Hawaii.  The advantage is
	Asian nuclearization and energy wars from oil running out.  Hawaii
	is key to Asia modeling.  This 1AC is written on supercool paper.

	Plan: The USFG will fund RE projects on Native American
	Reservations.
	They claim ecocide, cultural genocide and env. racism, and
	environmental ethic.

College Prep (CA)
	Burke-Neril
				Permits, Solar Toilet Fans.
	Plan: The Fed. Govt. will establish a tradable permits system,
	modeled after the existing SO2 permits,  to meet 1990 EPA levels
	by the year 2000.  All companies who will pledge to switch to
	renewables will not have to pay the initial permit fee.  Funding
	and enforcement through normal means....
	(If kritik will be read in 1NC, this is added: policy composition
	and implementation will be coordinated under the policy narrative
	analysis system as described by Emery Roe)

	Ran a Solar Powered Toilets case at the Northwestern Juniors Round
	Robin. It employed solar fans in national parks to get rid of
	smells at the bottom of toilet basins. I'm not exactly sure what
	it claimed.

				Biodiesel.
	Plan authorizes B20 under EPAct; plan also requires further
	testing.  Advantage 1: air pollution, with particulates (trucks
	and the sort) and silicosis (disease from some mining process).
	Advantage two: water pollution, with oil spills and mining 
	run-off.

	Japan Plan: Through all normal diplomatic means, the federal
	government will mandate our codevelopment of renewable energy
	technology via solicitation of Japanese co-op through the
	bilateral science and tech forum.  All states of joint ventures
	will be conducted within the US through normal means.
	Japan Rearm, Chinese militarization, heg.

Dreher (SC)
	A'hern-Wachter
				R&D.
	Plan:  The US Congress will restore renewable energy R&D funding
	for the DOE to 1978 levels adjusted for inflation.  The federal
	government will seek to establish government/private partnerships
	to deploy renewable energy. These agreements will be similar to
	the Million Solar Roofs Initiative. Funding and Enforcement
	guaranteed through normal means.  We reserve the right to clarify
	plan and intent.  
	The only advantage is leadership, with the Khalilzad impact. The
	big disad trick is renewable energy inevitable.

	Plan (newer version): Congress will increase RE R&D funding for
	the DOE by 400 million.  USFG will seek to establish
	government/private partnerships to deploy RE.  These agreements
	will be similar to the million roofs solar initiative.
	Econ/Comp./Heg.-Khalilzad and all that schtick.

East Grand Rapids (MI)

	deregulation by 2000, and mandate an RPS as a solvency mechanism.
	The advantage varies, but usually is oil (shocks, dependency,
	US/China conflict over Caspian).

				Asteroid Mining, CH4, Solar Cookers, Solar Military
	Asteroids Plan:  mandates: NASA will request and Congress will
	approve funding for a single mining mission to the near-earth
	asteroid AMUN 3554 for the purpose of extracting renewable energy
	resources to be used in the United States.  As per the
	recommendations of Lewis, Zubrin, and Hartman.  Funding and
	enforcement through normal domestic means.  We reserve the right
	to clarify.

	Case outline: Advantage One: Prolif.  A. Fusion inevitable in SQ,
	but dangerous. = mass prolif.  B. = nuke holocaust. Inevitable
	wars.  C. Asteroid mining solves.  mining one asteroid ==> mining
	all asteroids.
	Advantage two: Mars.  Current NASA paradigm prevents going to
	MARS.  Tech exists.  Mars = infinite resource, solves root cause
	all wars.

	Solar Box Cookers- Not sure what the plan is exactly but it does
	nationwide use in national forests or something and it ends a
	tariff on box cookers...It claims death from wood/dung use as fuel
	and it claims famine because wood fuel leads to deforestation.

El Cerrito (CA)

				Fusion, OTEC, Solar Buoys.
	They increase funding for the ITER to $250 million.  However, they
	sometimes change the wording, and increase the funding BY $250
	million.  Supposedly these extra dollars are key to guaranteeing
	US involvement in the construction and building of fusion.
	However, the timeframe cards they read to get out of short
	time-frame disads don't assume plan.

	Advantages:  Disease treaties--if the US doesn't increase funding,
	people won't be willing to work on disease treaties, and we all
	die in like 3 years.  The internal links are pretty shady.
	Macro-industrial era--Zey, etc.  Unlimited growth good.

	I'm sure there are other advantages, but they haven't been
	running them.

	OTEC: busted their crazy-phat OTEC affirmative at Districts.

	Solar Buoys:  The advantage is that mercury from current buoys
	kills fish.  I dont know for sure, but I bet the argument is that
	batteries produce the mercury.

	McKenzie-Walukiewicz

	Claiming savage and get off the rock....that is all they harp on 
	throughout the round....

	Plan: To substantially increase renewable energy use, the federal

	Replace deisel generators in disaster relief with solar
	generators.
	Ethanol Plan: The FG will mandate the incrase use of ethanol based
	fuels in the civil avation industry.  In order to accomplish this,
	the EPA will lift the waiver on the leaded-gas ban of the 1990
	Clean Air Act given to aviation fuel.  The FAA will license civil
	aircraft to run on ethanol based fuels. The FAA will engage in
	necessary demo projects to prove the viablility of ethanol as an
	aviaton fuel.

	Thus, in an attempt to begin a discussion about the issue of
	renewable energy, we offer the following ideas for your
	consideration.  These ideas are intended to be inclusive and not
	exclusive in nature, and we are open to alternative dialogue
	within the confines of policy debate.  The federal government
	should establish a policy to substantially increase renewable
	energy use in the Unites States.  As per current jurisdictional
	design, the federal government will establish a policy of
	deployment of renewable energy, including the funding of renewable
	energy research and development by $1 billion per year.  Funding

	Case outline:  Contention 1: Underinvesting in R&D
	The advantage: Economy.
	The transition is inevitable.  Tech key to growth.  Economy is
	shifting and tech is crucial to maintain agility and avoid
	becoming obsolete.  Failure to shift = low wages.  Low wages
	spiral, lock us into low tech.  = war, = trade wars,
	protectionism.
	Contention 2: Solvency.
	R+D doubles RE use in a decade.  Key to productivity.  Solves
	wages.  Helps overall economy.  Federal investment key.

	Weatherization assistance-- Give low income housing communites
	weatherization assistance in the form of solar water heatres,
	cieling fans,etc...claims population, the internal link is
	poverty.  Population impacts include but are not limited to 
	Biodiversity, Famine and Water Wars.

	New plan text (they'll probably change it sometime soon)- They
	implement the ROR- a report the EPA suggested awhile ago, to
	supercede current incentives for methanol.  In other words, a 30%
	mandate of ethanol in the SQ.  They read methanol harms, a
	horrible famine advantage, and a decent particulates advantage
	with breast and testicular cancer impacts, which Erik will make "a
	priori" out of the 2AC.

	They cap CO2 at around 550 ppm, and every other greenhouse gas,
	relative to the effect on the atmosphere it has.  The advantage
	is global warming, with an ice age impact.  The advantage card is
	5 pages long.

	Don't remember much else.  I'm still trying to blot the

	normal as far as clarification ask before you guess wrong.

	other renewables.  They claim property rights, and read a lot of
	util bad.

	Solar Detox--
	The plan mandates that the primary detox method for all drinking
	water be solar.  They claim water pollution, specifically
	chlorine causes THMs.

	added the JET (Joint European Torus) as other solvency mechanism.
	I dunno how that's worded.

	They require all companies in violation of the Clean Air Act to
	use renewable energy only.  They claim that this solves
	environmental racism by reading some Bullard cards that say
	renewable energy is important.

	rich/poor gap - whick is only structual flaw in the current
	economy and asia puts us on the brink - rich/poor gap => morgage
	credit liquidation by working families (Palley 96) - => Bailey.
