Dear Forensics Community,
On behalf of the students, facility, staff and alumni association of the
Trojan Debate Squad, it is with the greatest of pleasure that we invite
you to the 38th Annual TROJAN CHAMPIONSHIPS, which will be held on
November 3rd, 4th and 5th, 2000. Last year's tournament was a huge
success with 58 schools from eight states in attendance and this year
looks even better. Tournament highlights include:
1. OUTSTANDING TAB ROOM AND JUDGES. This year's tab room will include
Chuck Ballingal, John Day, Ari Meltzer, Linda Oddo, Doug Springer,
Tommie Lindsey, to name just a few. We also pledge to bring the best and
brightest minds for adjudication of each event.
2. TOC QUALIFIER: Participants advancing through the elimination rounds
have received a leg to the Tournament of Champions in Lexington,
Kentucky. Entry size will dictate how far one must advance to qualify.
We are guaranteed that at least all quarter-finalists in policy debate
and in finalists in Lincoln Douglas will receive a leg to the ``TOC''.
3. A RELAXED THREE-DAYFORMAT. We will begin on Friday afternoon with
three rounds of Team and Lincoln-Douglas Debate and Student Congress.
Day two will feature three preliminary rounds of individual events and
debate with all elimination rounds on Sunday.
I would like to personally thank last years tab room staff for all their
hard work and dedication: Linda Oddo, Doug Springer, Chuck Ballingal,
Bill Southworth, Tommie Lindsey, Anne Marie Todd, Becky Opsada, Elica
Cohen, and the entire Trojan Debate Squad for their tireless efforts! We
hope to see you in sunny Southern California in November!

TOURNAMENT POLICIES AND PROCEEDURES
1.) JUDGE REQUIREMENTS: Schools must provide one qualified judge for
every two debate teams or fraction thereof, every three LD entries or
fraction thereof, and every five individual events entries or fraction
thereof. Schools are responsible for providing judges for one round
beyond the elimination of their students in each event. We encourage you
to make an effort to recruit experienced judges from your alumni,
leagues, local universities, etc.. A limited number of hired judges are
available. It is difficult and expensive for us to hire judges for you,
and we would prefer you bring your own judges. We must also insist that
schools provide the same judge throughout the tournament.
2.) EACH SCHOOL MUST COVER AT LEAST 1/2 OF ITS JUDGING COMMITMENT: All
exceptions must be requested from the tournament director, and will be
considered on an availability and "1st come, 1st serve" basis. Schools
without the requisite 1/2 may be required to reduce entries.
3.) THREE DAY TOURNAMENT: Schools are expected to attend the tournament
through the awards ceremony. We will not be giving out packets or awards
early, and cannot guarantee delivery of missed packets or awards. If you
must leave early and cannot adhere to our schedule, please arrange with
another school to pick up your awards and packet.
4.) ENTRY DEADLINES: All Entries must be received by 12 noon on MONDAY,
October 23, 2000. No entries will be taken over the phone. All entries
must be in writing. Please allow 7 days for the post office to find us.
Entries may be made via fax. All faxed entries must have a cover sheet
addressed to Ms. Anne Marie Todd c/o the Trojan Debate Squad, Annenberg

DROPS: Drops must be made in writing (via mail and/or fax), and must be
received no later than 12 noon on October 25, 2000, without penalty. All
late drops made after this day and time will be subject to an additional
surcharge of $10.00 per LD and Team drop, and $5.00 per individual event
drop. Please notify us of any change in your entry as soon as possible.
We regret that no adds will be accepted at registration or after October
25, 2000.

6.) REGISTRATION / FEES: Registration will be held on Friday and
Saturday in the lobby of the Von Kleinscmid Center (The Tournament
Headquarters), located through Gate 3, on Figueroa Street on the East
edge of campus. All entry fees are due and payable at this time. Checks
should be made out to the TROJAN DEBATE SQUAD.
Team Debate Fees are $70.00 per team, and $45.00 per LD entry (Either
division). Individual Event entries are $12.00 per event. A limited
number of judges may be hired at the rate of $85.00 per uncovered team
in debate, $65.00 per uncovered LD entry and $12.00 per uncovered slot
in individual events. Checks may be mailed in advance or presented at
registration. No personal checks will be accepted. Institutional checks
or cash only.
7.) JUNIOR VARSITY / CHAMPIONSHIP DEBATE DIVISIONS: There will be two
divisions of debate. Championship (Varsity) division is open to any
student whose coach believes can profit from and be competitive in the
division. In order to maximize the learning experience for those less
advanced, junior varsity division is open only to students with no more
than two pervious semesters of debate experience. LD and Team debaters
from the same school will not meet each other in preliminary rounds, but
BRACKETS WILL NOT BE BROKEN IN ELIMINATION ROUNDS.
Both divisions of team debate will debate the 2000-2001 National
Forensic League topic. The format will be 8-3-5 with 10 minutes
preparation time in both divisions.
8.) SANCTIONING: The National Association of Secondary School Principals
has placed this program on its Advisory List of Contests and Activities
for the 2000-2001 school year.
9.) HOUSING / TOURNAMENT HOTEL: We are pleased to announce that the
HYATT REGENCY is the official Tournament Hotel. We have arranged a
special rate of $87.00 per night for all participants in the "Trojan
Championships". (Up to 4 people per room.) Upon making reservations,
identify your party as being with the "Trojan Championship Debates" to
receive this rate.

*Students can only enter a maximum of three events. A student may not
enter in
three events in an "A" or "B" group. Student with two or more entries
enter at their
own risk. While reasonable time accommodations will be made, it is the
students risk
to make each round in a timely manner. Please consider the risk of a
forfeiture before
making multiple entries.
1.) INDIVIDUAL EVENTS: We will be offering seven individual events,
which are listed above. Events will be offered in both Junior Varsity
and Varsity divisions. Participants must be in their first or second
year of forensics competition to qualify for the Junior-Varsity
division. All events will have three preliminary rounds and will clear
to semi-finals if warranted by entry (40 or more participants).
California rules as interpreted by the tournament staff will be employed
to resolve any disputes that might arise. Judge's discretion will
prevail in all but extreme cases. Please note the following event
guidelines:
Original Oratory: A persuasive or inspirational speech advocating a
point of view on a realistic, meaningful subject. It must be the
original work of the student and may not have been used in tournament
competition prior to the fall semester, 2000. Maximum time limit 10
minutes.
Impromptu Speaking: A speech of persuasive, informative, and/or humorous
intent, on a topic selected by the tournament. Topics will vary from
round to round, and may include single words, quotations, objects,
cartoons, etc. Maximum time limit 7 minutes, which begins when the topic
is revealed. Contestants must speak for a minimum of 4 minutes. Notes
permitted.
Humorous Interpretation: Selections of published prose, poetry, or drama
of a humorous but not slapstick nature, possessing significant literary
or dramatic merit, not used in tournament competition by the student
prior to fall semester, 2000. Maximum original introductory and
transitional material: 150 words. No props allowed. Students should
exercise restraint in gestures and pantomime, as this is not an acting
event. Maximum time limit 10 minutes.
Dramatic Interpretation: Selections of published drama of a serious
nature, possessing significant literary or dramatic merit, not used in
tournament competition by the student prior to fall semester, 2000.
Maximum original introductory and transitional material: 150 words. No
props allowed. Students should exercise restraint in gestures and
pantomime, as this is not an acting event. Maximum time limit 10
minutes.
Extemporaneous Speaking: A speech on one of three topics, selected by
the contestant, on questions of current social and political issues and
events. Topics will be drawn 30 minutes prior to speaking. Maximum time
limit 7 minutes. Notes permitted.

Expository (Informative) Speaking: A speech designed to describe,
clarify, illustrate or define an object, idea, concept, or process. It
must be the original work of the student and may not have been used in
tournament competition prior to fall semester 2000. Maximum time limit
10 minutes. Visual aids optional. Limited notes permitted, but
discouraged.
2.) TRIPLE-ENTRIES: Triple-entry in events is permissible. No special
accommodations are made for those students who wish to triple enter,
however, so students should be expected to be a bit rushed if they
choose this option. Triple-entry in IE's and Debate will create an
extremely full schedule for students so entered, thus only those
students with stamina should take this course.
Anyone triple-entered is responsible for hustling to and from rounds and
making judges aware of possible delays. If a judge must wait for more
than 15 minutes for any competitor, that individual risks a forfeit or
last in the round. Schools with very large IE entries may have their
students paneled together in the same sections.
3.) AWARDS: All finalists in each event will receive an award, with
trophies for first, second and third place. Semi-finalists will not
receive awards.

5.) STUDENT CONGRESS: There will be three (3) preliminary rounds of
Student Congress, with round three serving as a ``hidden'' final round.
Student Congress sessions will be approximately two (2) hours. Students
will debate bills that are provided in this invitation. Students will
give a three minute speech either in favor or in opposition to a given
bill. There will also be one minute of cross-examination. Please note
that students are not guaranteed speaking time. It is the competitor's
responsibility to make sure that they are heard if they so desire. We
will use a priority card recognition system. We will provide a one sheet
summary of parliamentary procedure for all entrants in student congress.
We will provide qualified chairs for each session. However, all judges
from schools entering congress should be able to chair if needed.
STUDENTS MAY NOT ENTER DEBATE AND STUDENT CONGRESS.
We will award trophies to the top ten competitors in Student Congress.
We can only accommodate an ``Open'' division of Student Congress at this
time.

Whereas, the social security system will collapse without radical
reform, and
Whereas, most Americans support the creation of quality programs over
tax cuts, and
Whereas, we have a unique opportunity with the budget surplus to make a
real difference,
Be it Resolved by the Student Congress Assembled Here That: social
security reform should come
before tax-cuts on the Congressional agenda.

Whereas, the United States has many potential enemies in the world, and
Whereas, a missile defense system could protect U.S. soil from its
potential enemies, and
Whereas, more research and development funds are needed for a U.S.
missile defense system,
Be it Resolved by the Student Congress Assembled Here: That the U.S.
military should increase
its research and development efforts to deploy a missile defense system.
Resolution #3
Whereas, the Century is coming to an end, and
Whereas, exploration of outer space has been replaced with exploration
of cyberspace, and
Whereas, outer space is the ocean of the new millennium,
Be it Resolved by the Student Congress Assembled Here: That the U.S.
should make a major commitment to the exploration of outer space and the
search for extra terrestrial beings.

Whereas, the internet has become the public library to the world, and
Whereas, elementary and secondary schools teach students to use the
internet, and
Whereas, U.S. citizens under the age of 18 have become proficient in use
of the internet on a daily basis, and
Whereas, obscene and sexually explicit material is accessible to all who
use the internet,
Be it Resolved by the Student Congress Assembled Here: That the United
States Federal Government should ban obscene and sexually explicit
material on the internet which is accessible to U.S. citizens under the
age of 18.

Whereas, political campaign financing is undermining the democratic
process, and
Whereas, only the wealthy can afford to serve in politics, and
Whereas, money controls policy,
Be it Resolved by the Student Congress Assembled Here: That all
political campaigns should
be funded with state and federal funds exclusively.

Whereas, the Olympic Organizing Committee is corrupt, and
Whereas, only countries and corporate sponsors who bribe Olympic
Officials truly benefit from the Olympic games, and
Whereas, the United States hosts, participates, and sponsors the Olympic
games,
Be it Resolved by the Student Congress Assembled Here: That United
States athletes will not participate in the next Olympic games as a sign
of protest against bribery and corruption.

JUDGES / TOURNAMENT RULES PLEASE READ CAREFULLY: Please provide the
Name, event type and any school conflicts/biases your judges may have.
Remember that judges may cover either 5 IE's or 3 L.D. slots or 2 Team
debate entries. Once a judge is committed to en event, that is the only
event they are eligible to judge at the entire tournament. Only high
school graduates are permitted to judge at this tournament.
Judges cannot judge team AND/OR Lincoln-Douglas AND/OR Congress AND/OR
I.E.'s. They must commit for one event and only judge in that judging
pool the ENTIRE Tournament. In other words, a school cannot have a judge
in team debate and have the same judge cover an individual event.
Remember, these events (Congress, LD, and I.E.'s) run simultaneously on
Saturday and a judge cannot be in 2 places at the same time. Also, a
judge in debate on Friday cannot judge IE's on Saturday.
The only exception to this rule is a Congress judge may judge I.E.'s or
L.D. or Policy on Saturday. This must be clearly indicated on the entry
forms. It this is not marked or cleared BEFORE registration with the
tournament director, a school may be required to hire a judge to cover
its commitment.
All debate judges are committed to judge the first elimination round,
and one round past where their school has advanced in elimination
rounds.
