22 October 2001

From Karl Packer, Director of Forensics at Alta High School, Utah

Dear Colleagues,

You and your program are cordially invited to attend the 14th Annual
Silver and Black Invitational Tournament to be held at our beautiful
newly-renovated facility on Friday, December 7 and Saturday, December 8,
2001. The Alta squad promises to continue our tradition of providing a
forum for top-notch competition, friendly hospitality, and efficient
tournament administration.

We are proud to be a TOC-qualifying tournament at semifinals in policy
debate and at quarterfinals in L-D debate for 2001-2002 as confirmed by
TOC Director Dr. J.W. Patterson in late July.

Among TOC qualifying tournaments, you will find that the Silver and Black
Invitational is one of the most affordable TOC-qualifying tournaments in
which to participate. Airfares to Salt Lake City International airport,
gateway to the 2002 Olympic Winter Games and Delta Air Lines' western
hub, is affordable from nearly all parts of the country. Last year, our
local hotel rates ranged between $50.00 to $80.00 per night per room. At
only $5.00 per Lincoln-Douglas debater, $10.00 per policy team, and
$20.00 school fee, our tournament entry fees are among the very lowest in
the country. As with hotel rooms, rental cars will be plentiful in
preparation for the Olympics and our highway system is finally open after
four years of road construction and so-called "upgrades."

I am pleased to announce that my good friend and colleague, Professor
Minh A. Luong of Yale University, who ran the Silver and Black tab room
years ago and who currently runs tab rooms at Harvard, Princeton, and the
National Tournament of Champions, among others, will handle the
tournament registration, coordinate the judging, and direct the
tabulations operation for both policy and L-D debate this year. He has
provided us some webspace on his site where tournament information and
the downloadable application forms are now available. The URL is:

The Silver and Black Invitational draws many competitive teams from all
over the Pacific Coast, Mountain region, Southwest, and several large
teams from the Midwest and East Coast. Last year, 120+ policy teams and
135+ Lincoln-Douglas debaters representing 55 schools from 10 states
attended and with our improved facilities and renewed commitment to draw
the very best from all across the country, we hope that this year's
Silver and Black Invitational proves to be one of the highlights of your
TOC travel schedule.  We have already received early commitments from
some of the most competitive programs around the country and are working
on recruiting the best judges available.

To allow the maximum diversity of participation, each school can enter
three policy teams and three Lincoln-Douglas debaters. Additional
competitors will be admitted as space permits.  Competitors travelling
without their coach must have adult supervision and permission from their
school to participate per Utah state rules. In-state schools must cover
their judging commitments and out-of-state schools must contact Minh to
arrange hired judging. All judges must submit a judging philosophy which
will be posted during the tournament.

We would like to hire a number of judges who are qualified to judge
national circuit rounds.  Please contact Minh if you would like to be
hired.

If you have any questions regarding the tournament, please feel free to
email me at <karl.packer@m.alta.jordan.k12.ut.us> or if you have any
registration or judging questions, please email Minh at
<maluong@usa.net>.

The tournament staff and I look forward to hosting you and your squad
this December.

Sincerely,

Karl Packer
