Dear Debaters:

You are cordially invited to take part in the Third Annual Potomac Falls
High School Debate Tournament!    Five divisions of debate will be
offered in the one day meet on Saturday, February 2, 2002

The divisions are as follows:
1. Varsity Policy (Switchside)
2. Junior Varsity Policy (Switchside)
3. Varsity Lincoln-Douglas
4. Junior Varsity Lincoln-Douglas
5.  Congress  (new this year!)

Registration: Registration may be done by email, mail or phone to the
address above.  Registration DEADLINE is Friday, January 25.   Please
list debaters, division, and judges (see judge requirements below).

Drops:  Must be by Thursday, January 31, 7 p.m.

Judges:  For each two Policy teams, or each four Lincoln-Douglas
debaters, or fraction thereof, a qualified judge is required.  Judges for
policy & LD are obligated one round past the last round in which their
school competes.   A Congress judge must be provided for every 7
senators, or a fraction thereof.
A limited number of judges will be available for purchase at $80 each.  
Please notify us of your need for judges in initial registration (by
January 25).

Fees:  Fee is $25.00 for each policy team, $15.00 for each
Lincoln-Douglas, or $7.50 for each Congress debater.  In addition,  there
is a $10.00 registration fee per school.   Fees may be paid on Saturday,
Feb. 2, at final registration, 7:30-8:30 a.m.

Trophies:  Awards will be given to the top 4 speakers in all policy and
LD divisions, as well as all semi-finalists in each division. We have
lots of great hardware to make your trip pay off!   (See below for
Congress awards.)

Format:  Policy will use the standard 8-3-5 format, with 8 minutes of
prep time for JV and Varsity.   There will be 4 rounds of debate
preliminaries in each category and
division, with power matching after round 2.  Top-scoring teams will
break for semi-finals, and then finals.
 
Lincoln Douglas debaters will use the January-February Lincoln-Douglas
topic.

All JV debaters (policy & Lincoln-Douglas) must be in their first or
second year of debate.
 

Congress awards will be given to top novice debater and the top speaker
in each house, as selected by the debaters.    (A novice in Congress is
in his or her first or second tournament.)    We will also have trophies
for the top three Congress debaters in the tournament.

Congress debaters must bring 30 copies of a bill or resolution on ONLY
ONE of the following topics.  Each senator should be able to speak on all
topics.
Suggested topics:
STATE & LOCAL:  education funding; baseball in NOVA, increased NOVA sales
taxes for education and transportation
NATIONAL:  homeland security; animal testing; energy conservation
ECONOMIC:  social security reform; anti-recession measures
INTERNATIONAL:  US/Pakistan;  US/Africa; participation in UN peacekeeping

Legislation must conform to one of the following formats, and how well
you write your legislation will be a part of your evaluation for awards.

Resolution:  Must have a title and a resolution # between 1-50.  Each
line must be numbered.
1.  Whereas:   State the problem
2.  Whereas:  State the size and scope ($ of people and/or cost)
3.  Whereas:  State the negative iimpact of the problem
4.  Therefore:  Be it reolved by this student Congress here assembled

Bill:  Must have a title and a bill number between 51-100.  Each line
must be numbered.

1.  Article 1:  State your plan/policy in a simple sentence.
2.  Article 2:  Define any ambiguous terms.
3.  Article 3:  Indicate the implementation date.
4.  Article 4 (and 5):  Name the government agency to enforce the bill
and the penalties for violating it.
5.  Article 5:  ^ÓAll laws in conflict shall hereby be declared null and

TAB:  Will be run by Gary Leff (Policy), Duane Hyland (L-D), and Mike
Greiner (Congress).    Our tournaments have been known for running on
time, thanks to our experts in the tab room!    We will also continue to
do electronic postings, to speed the changes between rounds.
 

Directions:  From Baltimore on I-95-S, take the 495 Beltway to Route 7
west.  After about 13 miles, turn right onto Cascades Parkway to the
light at Algonkian Parkway. Turn left onto Algonkian Parkway; the school
is a quarter-mile down the road on the right side.
 

From Richmond on 95-N, take the I-495 Beltway West toward Rockville, to
Route 7 west.  From that point, follow directions above.

From Pittsburg and other points west, take I-81 South to I-70 East to
Frederick, Md.  Exit onto US 340 south, and continue onto US 15 south;
exit onto Route 7 east and follow this for about 8 miles to Cascades
Parkway.  Turn left onto Cascades Parkway; after 1 mile, turn left onto
Algonkian Parkway.  The school is a quarter-mile down the road on the
right.

If you need overnight accommodations, there are many convenient motels.  
Please request the motel list with your registration.
