Dear Colleague:
As the end of the debate season approaches, there are numerous
opportunities for varsity debaters to continue debating in state,
district, and even some national contests. Alas, the true backbone of
any successful program, the novice debaters, are often put on the
sidelines and asked to "wait 'til next year." It is our hope that we
can provide one more valuable opportunity for novice debaters this year.
With that in mind, we are pleased to invite you and your novice policy
and Lincoln-Douglas debaters to the Eighth Annual Great Midwestern
Novice Debate Championships. The tournament will be held at West High
on March 15 & 16, 2002. We hope to provide challenging competition for
the best novice Policy, Lincoln-Douglas, and NEW THIS YEAR - LEGISLATIVE
debaters in the nation. The schedule includes five rounds of debate,
breaking to octofinals in each division. Beautiful, customized school
awards will be presented in each division, along with awards for the top
five speakers in each division. We believe that based on inquiries
about the tournament, this year promises to have one of the largest and
most diverse fields yet in the history of the GMNC. Last year schools
from 13 states attended.
POLICY DEBATERS will debate the 1999-2000 high school resolution:
Resolved: That the federal government should establish a foreign policy
significantly limiting the use of weapons of mass destruction. The
traditional format will be used with eight (8) minutes of preparation
time.
LINCOLN-DOUGLAS DEBATERS will debate the January/February resolution:
Resolved: An oppressive government is more desirable than no government.
The traditional format will be used with three (3) minutes of
preparation time.
LEGISLATIVE DEBATERS will debate legislation provided by the tournament.
Packets of legislation will faxed to all schools who have registered
for the tournament by Friday, February 22nd. Note: West High will
provide the legislation, however, if you would like a bill or resolution
included in the packet, please fax it to Scott Wunn at 319-339-5738 by
February 15th.
PHILOSOPHY
We have endeavored to create a "major-championship" atmosphere with this
tournament. We hope that it has become the tournament that novices
throughout the nation point to as their championship. Our Championship
and Runner-up awards certainly reflect this ideal. At the same time,
recognizing that these are very young students, we have built into the
schedule some fun events and social time for the debaters, coaches, and
judges. We hope everyone will do his or her best to make this the best
educational and competitive experience of the year. Students will be
invited to join in competitions ranging from speed-reading and a debate
obstacle course to the famous "tub-tossing" event. These competitions
are also open to the varsity debaters that you bring as judges.
ELIGIBILITY STANDARDS
Any first year participant in policy or Lincoln-Douglas debate is
eligible to compete. We feel comfortable with an honor system in this
regard. Please feel free to contact us regarding questions or
borderline calls.
FOOD: As always West's speech and debate parents will provide fantastic
food at fair prices. We specialize in pleasing carnivores, herbivores
and omnivores alike. Soup, chili, nachos, submarine sandwiches, pizza,
grilled cheese sandwiches, and assorted fruits and vegetables, as well
as several other types of food and drink will also be available.
TRAVEL INFORMATION: The nearest airport is in Cedar Rapids,
approximately 25 minutes north of Iowa City. Because Cedar Rapids is a
small hub, it is reasonably expensive to fly in and out of there. You
might want to consider Des Moines (two hours to the west on I-80),
Moline (1.5 hours to the East on I-80) or Chicago (three-and-one-half
hours to the east on I-80). If you are driving, Iowa City is on
Interstate 80. To reach West, take Exit 239, Highway 218 South, and
travel south on 218 until you reach the Melrose Avenue Exit. Turn left
and West High School is about a half a mile away on your right.
PLEASE READ THE FOLLOWING CAREFULLY!!
JUDGING
The semi-finals and finals of each division, and super session of
legislative debate will be adjudicated by panels of adult judges, all of
whom we feel represent the very best in forensic education. Our panels
for these rounds are guaranteed to be equal or better than almost any
panel found at major national tournaments. Some of the preliminary
round judging, however, will be done by varsity high school debaters.
Some coaches feel disappointed that adult judges do not judge more
rounds. We think that this tournament is a great opportunity for the
debaters and the student judges. We view this event as a unique
educational opportunity for the debaters attending and ask that you
exercise great care in selecting the student judges that you provide.
Please use only members of your top varsity teams as your student
judges. Please provide one qualified judge for every two policy teams
and one for every one-three Lincoln-Douglas debaters. It will be
exceptionally difficult to hire judges and so we ask that you do your
best to avoid so! Please note the hired judge information on the entry
form.
HOUSING: We encourage you to consider two options:

Room Rate is $55 per double room
Mention the GMNDC Block (We have rooms reserved until 3/1)
ONCE AGAIN THIS YEAR, WE WILL BE HOSTING A COACHES' RECEPTION AT 10:30PM
AT THE TOURNAMENT HOTEL.
2. Besides the tournament hotel in Iowa City, we will offer housing to
those competitors and student judges who need it. IT IS IMPERATIVE THAT
WE RECEIVE YOUR HOUSING NUMBERS NO LATER THAN MARCH 1st (NOTE THE EARLY
DATE - LAST YEAR WE HOUSED OVER 130 STUDENTS. WE ARE SORRY, WE CANNOT
OFFER HOUSING TO ANYONE AFTER THAT DATE. PLEASE DO NOT PLACE US IN THE
POSITION OF HAVING TO REFUSE HOSPITALITY TO OUR FRIENDS.
ENTRY DEADLINE: The deadline for entering this tournament is Friday,
March 1.
HIRED JUDGE DEADLINE: If you absolutely must hire judges, the deadline
for those requests is Friday, February 22nd. Requests after that date
will receive consideration with additional fees assessed. After that
date, no hired judging is guaranteed. We honestly hope you will not
have to hire judges.
ENTRY FEES: An entry fee of $40 per debate team, $20 per LD entry, and
$10 per Congress entry to be paid before or at registration. Checks
should be made payable to Iowa City West High School Speech and Debate.
Due to the fact that our tournament is toward the end of the season, it
is imperative that registration fees are paid at the time of the
tournament. Our budget transactions for West High Forensics must be
completed shortly after the tournament, so we cannot afford outstanding
bills.
