Brandeis University of Waltham, Massachusetts will host its first annual (we
hope) high school speech and debate tournament this spring (April 12-13, 2002).
Below is the invitation.

LINCOLN-DOUGLAS DEBATE
Resolution: We are pleased to announce that we will use the MARCH-APRIL NFL
Lincoln-Douglas debate topic.
General information: We will offer five preliminary rounds of competition (one
division), to be followed by elimination rounds (exact number to be determined
based on the number of entries we receive). Rounds will most likely be double-
flighted. Preparation time for LD rounds will be four minutes. Speaker points
will be awarded on a 20-30 scale. We will power-pair rounds 3-5 (high-low
within brackets).
Judging Requirements: Schools must bring one qualified judge for every
three debaters or fraction thereof. (^ÓQualified judges^Ô are defined as
individuals familiar with and experienced in judging LD.)
Fees: $10 per Lincoln-Douglas debater. $30 fee for hiring judges.
Entry Limits: At present, we have no entry limit. We are still in the process
of determining how many rooms we will be able to use, but we anticipate
that we will have enough to accommodate a large number of debaters, if needed.
(If we do not have enough space for all those who wish to compete, we will
notify all registered schools.)

EVENT.***
Awards: All elimination round participants will receive awards, as will the top
ten speakers.
POLICY DEBATE:
We are pleased to invite you to debate this year's resolution: That the
United States federal government should establish a foreign policy
significantly
limiting the use of weapons of mass destruction.
General Information: We offer five preliminary rounds of competition. The first
two rounds will be pre-paired. The 3rd, 4th, and fifth rounds will be paired
high-low within brackets.
Divisions and entry requirements: We, as of now, have no entry requirements.
We will have both and novice and varsity divisions.
Judging requirements: Schools must bring at least one judge for every two
teams. For novice judging, judges must have at least 1 year or four
tournaments' debate experience. For varsity judging, judges must be at least at
varsity debate status.
Fee: $20 per team. Hired judges will cost a school $30 per judge.
Note: policy debaters will not be able to participate in any other
medium of speech (speech or L-D).
SPEECH:
General information:
*Three platooned rounds of competition:
Platoon A ^Ö Poetry, Dramatic Performance, Original Oratory, and Declamation.
Platoon B ^Ö Prose, Extemporaneous Speaking, Impromptu, and Duo Interpretation
(not memorized).
*Multiple Reading offered for anyone competing in Speech events
(not debate)
*Press Secretary ^Ö a new category (offered outside of the 3
regular preliminary rounds for speech and congress competitors only) See
description below.
*A potential break to semi-finals (depending on number of entries in each
category)
Cost: $10 per entry ($20 if you double-enter)
$10 per multiple
$10 per entry in Press Secretary
Judges: Bring 1 judge for every 5 entries (including each multiple as
one entry).
Fee: There will be a $30 fee per judge you need to hire (if you
neglect to bring enough)
Awards:
All participants in semi-final and final rounds will receive
awards, along with the top novice speaker in each category. In addition,
sweepstakes awards will be given to the top schools ^Ö factoring in scores from
Speech, Congress, L-D, and Policy.
**Competitors are allowed to enter in 2 speech events, one multiple and Press
Secretary if they so choose, but they are NOT allowed to enter in Lincoln-
Douglass, Congress, or Policy.
***Press Secretary: Competitors will draw three crises (e.g. an earthquake, a
Presidential scandal, etc.) and will have 15 minutes to prepare a 3 min. speech
which they will present to a large audience as if they were the Press Secretary
for the White House. They will then take 2 minutes of questions from the
audience.
STUDENT CONGRESS:
Brandeis is proud to offer a comprehensive competition in Student Congress
at its tournament. Students will debate a series of bills and resolutions in
multiple preliminary sessions. An even proportion of the best performing
students from the various chambers will break to the Super Session Final Round
of Congress. Semi-finals will be held if necessary. Rules of Parliamentary
Procedure will model those used by the National Forensic League. Details
regarding Brandeis Congress rules and regulations and tabulation policies will
be sent to schools along with the legislation. Schools are asked to submit all
bills and resolutions to:

The directors of Congress must receive these bills by March 18, 2002 in order
to prepare them for distribution. Students will receive bills exactly 2-3
weeks before the tournament date in order to allow ample time for preparation.
Each school that submits legislation is guaranteed at least one bill or
resolution in the distributed packet if they are properly formatted and labeled
with the author^Òs name and school. To keep the number of bills and resolutions
reasonable, the tournament directors may be forced to exclude certain pieces of
legislation from the tournament. Decisions as to which bills will be excluded
will be arbitrary unless a school indicated which bill it wishes to debate the
most.
GENERAL TOURNAMENT INFORMATION:
- For schools coming from out of state (or any who wish to stay over Friday
night), we are researching hotels to find the best prices and perhaps arrange
special deals.
- We will send out a tentative schedule; however, we are planning on holding
the general meeting for debate at 3:00 on Friday, April 12th and for Speech and
Congress at 4:00. All rounds and the awards ceremony will be over by 6 or 7:00
on Saturday, April 13th.
- Registration will open on Tuesday, April 2nd and close on Tuesday, April
9th.
