First Annual Policy Debate Invitational
University of California, at Berkeley

Fellow Coaches and Debaters
The Bay Area Urban Debate Program is proud to
announce its first annual policy debate
invitational. The tournament will take place on
January 26th and 27th, 2002 at the University of
California at Berkeley.
BACKGROUND ON THE BAY AREA URBAN DEBATE PROGRAM
The Bay Area Urban Debate Program (BAUD), based out of the
University of California at Berkeley is in its third year of
bringing the opportunities that policy debate has to offer -
critical thinking, public speaking, note taking and research
skills, and increased confidence - to economically
disadvantaged high schools that have few if any other
academic extracurricular activities besides the debate
program that we facilitate. Many of these schools used to
have strong debate programs, but they vanished from the scene
as state funds for our public schools dwindled. As support
for public schools^ÒÄô programs declined, so did the caliber
of competition in the Bay Area. Aside from a few strong local
tournaments, in order to get highly advanced competition,
schools frequently have had to travel to national debate
invitationals; which really limited the activity to the
schools that had adequate funding, or to the debaters
themselves that could afford to travel. The BAUD hopes to
help eliminate the barriers to competitive debate that have
been created by resource disparities, and invigorate the Bay
Area leagues so that everyone can experience the full
benefits that policy debate can offer. Consequently, this
tournament is not for profit. We charge a nominal fee just to
cover the tournament costs.
This program has already changed lives, by providing students
the much-needed skills to succeed academically and in life in
general. Students who have become a part of this program have
higher academic achievement, are empowered with the ability
to use words, not violence, to settle conflicts, and now see
college as a part of their future. We are funded by generous
grants from the Open Society Institute, UC Berkeley^ÒÄôs
School University Partnerships and The Julia Burke
Foundation. Many community businesses have also pledged their
support including Costco Wholesale and Noah^ÒÄôs Bagels. We
hope that you can join us and share in our Bay Area debate
community.
EVENTS
Because the BAUD only offers policy debate at
this time, the first BAUD Invitational is a
policy debate only tournament.
DIVISIONS
We will offer three divisions, novice, junior
varsity (depth) and a varsity division (breadth).
Novice
Entry in the novice division is restricted to
students who have debated one tournament or less.
The purpose of this division is to give students
who have just entered debate, an opportunity to
get a feel for the activity without being
overwhelmed, and hence discouraged to continue by
needing to madly prepare to debate several cases.
Many BAUD students enter the activity in January
and need a chance just to get their feet wet.
This may be attractive to some schools that wish
to provide the same opportunity to some of their
students. In this division, only one affirmative
case is allowed and that is disarmament. The only
disadvantage that is allowed is
hegemony/leadership. No topicality, counterplans
or kritiks.
Depth (Junior Varsity)
Entry in the depth division is restricted to
students who have debated for one year or less.
The affirmative cases that are allowed in this
division are: Disarmament, De Alert, No First
Use, Tactical Nuclear Weapons and Ban NMD. Please
no kritiks.
Breadth (Varsity)
There are no restrictions in the Breadth
division.
JUDGES
Judging requirements are as follows:
1 judge per 2 teams or portion thereof
In the event that you HAVE to, you may hire
judges from the tournament. Hired judges are
available at $70.00 per uncovered team
ENTRY FEES
Entry fees are not for profit, they are merely to
cover the cost of trophies, paperwork and tab
room operation costs.
Team $20.00 per team

ENTRY DEADLINE
All entries must be received by Wednesday,
January 16. A waiting list will be used for any
entries received after that date. Mail entries to

Entries may be dropped without penalty until 9pm
on Wednesday, January 23. Drops should be phoned
in to Jen Johnson at (510) 610-5890. Drops and
no-shows after this date will pay the full entry
fee.
AWARDS
Trophies will be awarded at least to the top ten
teams and top ten speakers in each division, or
the top half teams and speakers if there are
fewer than 20 teams in a division. If we have
over 35 entries in one division, awards will be
handed out to the top fifteen. There will be two
trophies for each winning debate team.
Sweepstakes awards will be given to the top three
schools in overall competition. There will be a
couple BAUD only awards that are a tradition to
hand out to our students to thank them for being
a part of our program and to encourage them to
continue to participate in debate.
FOOD
All judges will be provided with meals and
beverages. Competitors may purchase food on
campus. After competition is over, there are many
fast food establishments and restaurants located
within minutes of campus.
ACCOMMODATIONS
You may want to lodge at the Radisson Hotel by
the Marina in Berkeley. It is located just west
off of the University Ave exit from Highway 80
and is a 5-10 minute drive from campus. I am
arranging for a group rate, so please call for
the information if interested. (510) 610-5890.
There are also rooms available at the Hotel
Durant, located a block away from campus.
However, right now most of those rooms are only
one bed per room. I can arrange for a special
rate of $118 though, just say that you will be
attending the tournament at UC Berkeley for the
Bay Area Urban Debate Program based out of the
Political Science Department. If you are
