Dear Coaches and Students:
We would like to invite you to the 38th annual Malcolm A. Bump Memorial
Tournament, December 13-14, 2002. We will be offering Varsity Lincoln-Douglas
Debate and both Novice and Varsity Policy (Team) Debate. LD will debate the
November-December NFL resolution; Policy will debate the 2002-3 NFL topic. We
hope to once again offer great competition, a tab room that gets the rounds
up early, fantastic food for both debaters and judges, and a decent place to
hang your hat for our housing. Please note that Bump remains a TOC qualifier
in LD at the Quarters level.
We will break (probably) to double-octos in LD and quarters in both Policy
divisions. In the interest -- among other things -- of ending the tournament
at a reasonable hour for the long trip home, not forcing students to spend an
unnecessarily grueling 12-hour day debating, and not spending our meager
profits entirely on custodian fees, we will award co-winner trophies to the
teams that win the semifinal rounds in all divisions. This should allow
policy and LD to finish roughly at the same time, and for everyone to
participate in an awards ceremony. Note: If the gods are smiling on us and we
are running early enough with plenty of good judging, some final rounds may
be run at the discretion of the tournament officials. The decision will be
announced no later than the emptying of the rooms from the various semifinal
rounds. Another note: Because of a tendency of late for debaters to wreak
havoc in their tournament rooms, no awards will be given or elimination
rounds started until all the rooms from the previous round are deemed
satisfactorily cleaned up. Not messing rooms up in the first place will be a
crucial factor in making the tournament run smoothly.
REGISTRATION:
Pre-registration will close at 9:00 p.m. on Thursday, December 5. There is a
limit of 6 Lincoln-Douglas debaters and five policy teams in each division
per school (if you prefer, we can split your ten policians however you so
desire). If slots remain available after 12/5, they will be assigned on a
first come, first served basis; availability will be announced in the Updates
on this web site. Teams predicting a need for extra slots can tentatively
reserve them in advance.
All pre-registration should be conducted by e-mail by following the
instructions on the registration page. If e-mail is not available, you can

In either case, all registrations will be acknowledged by e-mail within 48
hours of receipt, if we have your e-mail (or fax) return address. If you
don't hear from us, please get in touch to resolve the problem. NEW THIS
YEAR: Please include your cell phone (if any) with your registration, so that
we can get in touch with you in transit if necessary.
Drops and other changes will be accepted without penalty through 9:00 p.m.,
December 11, via e-mail to menick@aol.com (preferred) or telephone Jim Menick

FEES:
$60 per policy team, $30 per LD debater, $20 registration fee. Fees are fixed
12/11/02 at 9:00 p.m. All fees due at registration; checks only please,
payable to Hendrick Hudson High School.
FOOD:
Dinner on Friday will be provided at the tournament. Once again we intend to
offer a spread of various six-foot-long heroes, including the ever-popular
vegans. Housing families will provide breakfasts on Saturday. Lunch Saturday
will also be provided by the tournament; this will prevent the always dreaded
"debater drift" of participants in the tournament disappearing to the various
delis, pizzerias and gin mills surrounding the high school.
HOUSING:
We will house students who travel a considerable distance; bring a sleeping
bag and, as always, beware of Pip the Wondercat. A number of motels are
available nearby for coaches and adult chaperones; please keep in mind that
it is about a half hour's drive to the Ramada or the Quality Inn. Not
terrible, but don't plan on it if you don't have your own vehicle.

JUDGING:
Schools are asked to provide one qualified LD judge for every 1-3 LDers, and
qualified policy judges in each division entered according to the following
unique breakdown: 1-2 teams -->1 judge; 3 teams --> 2 judges; 4-5 teams --> 3
judges. Varsity policy teams arriving without the proper coverage will be
assigned to the novice judge pool at the discretion of the tournament
director. Every attempt will be made to provide an additional pool of neutral
judges, but it has often proven difficult to find very many at this time of
year (finals season at most colleges), hence these rigorous requirements will
be strictly enforced, including the usual requirement that all judges are
required to judge one round past their own teams' participation. This means
that all judges must remain available for the first break rounds in their
divisions, even if their own teams do not break. NOTE: On face it may appear
that with these high requirements we are stockpiling judges for profit, but
this is not the case. We do not sell arithmetic; there are no judges for sale
at Bump except in those circumstances where a few extra college students
emerge from the woods at the last moment (but we prefer to keep them to
ourselves to enlarge and improve the neutral pool, in aid of making a better
tournament for the competitors). If you make special arrangements with us to
hire a judge (it could happen), you will meet your judge at the tournament,
and perhaps become friends for life.
DIRECTIONS:
>From points north, get from Rt 84 to Rt 9 South. Stay on Rt 9 past Peekskill
and exit at Welcher Avenue. Go straight off the exit. This will put you on
Route 9A. The school is about 2 miles south on your right.
>From points south, get to Route 9A north. 9A becomes Rt 9 in Croton. Exit Rt
9 at Montrose and turn left on to 9A (again). The school will be about 2
miles north on your left.
We are half an hour from Stewart and Westchester airports, and an hour or so
from the metro New York airports. If you're interested in flying in, get in
touch and see if we can work out the arrangements. We want you!
