Newburgh Debate Festival
Newburgh Free Academy
201 Fullerton Ave.
Newburgh, NY 12550
Dear Colleagues,

There are MANY significant changes in our tournament procedures this
year, so please read the invitation carefully. Please join us in Newburgh
for the N.D.F. on Nov. 7-9, 2003. We promise great food, good company and
superior competition for Policy and Lincoln-Douglas students at the
novice and varsity levels. Registration will run from 3:00 - 3:45 p.m.
and we WILL start Round 1 at 4:15 p.m. Please understand that if you are
delayed, the tournament will start without you and your teams will be
allowed to join the field in Round 2 with forfeit losses. Please try to
arrive between 3 and 3:30 as arriving earlier or later will put you in
the middle of our 2:10 or 3:35 bus runs -- we recommend patronizing one
of the many Newburgh eating establishments if you arrive earlier than 3
p.m. We will hold six prelims and break to partial doubles in varsity
policy division, five prelims to octos in novice policy and five prelims
to doubles or octos in the both LD divisions (depending on registration).
Only the varsity policy division will have rounds on Sunday (quarters,
semis and finals). We offer housing for students -- 25 spaces per team --
limit of 250 spaces, so get your request in early. Our housing deadline
is firm. Do not force us to refuse you -- ask for housing before the
deadline. Because we wish to improve the quality and flexibility of our
tournament hired judges, we will be unable to allow schools to hire
judges this year. We will also be initiating a limited judge strike
system this year, which means schools must make confirmation calls on
Thursday evening between 5 and 9 p.m. Eastern Time. Coaches may contact
us if they need help finding local judges -- we will share any
information on spare judges we have. There is a local airport and many
others within a two hour radius of Newburgh -- please ask if you are
looking for more specific information. We are a TOC qualifier at quarters
for policy and semis for LD.

ENTRY RULES/LIMITS:
We will initially accept four teams/individuals per division per event
and will wait list any other entries you would like to register.
Typically, we have been able to accept 6-8 LDers per division from any
given school, and at least six policy teams per division, but extra
entries are done on a first come first served basis, so get your requests
in early. Our goal is to maximize diversity of participation while still
trying to allow as many teams/individuals as possible to debate from
larger programs. Schools must make confirmation calls on Thursday evening
Nov. 6, between 5 and 9 p.m. We reserve the right to remove entries not
confirmed from the Round 1 pairing.

FEES/JUDGING REQUIREMENTS:
We charge $60 per team in the policy divisions and $30 per person in LD.
There will be a $10 school fee. Fees are fixed as of Oct. 30 -- drops
after that date must still be paid for. There will be an extra $10 fee
per change made at the table, so please call in any changes BEFORE you
leave home. Each school is expected to bring one qualified judge for
every two policy teams (or fraction thereof) and one qualified judge for
eveHOUSING:
We will house students on a first-come, first-served basis and we can
provide 250 spaces overall. EACH SCHOOL IS LIMITED TO 25 SPACES,
INCLUDING STUDENT JUDGES. Housing requests must be submitted by Oct. 24.
Requests that come in after the deadline will not be honored. We also
have an official tournament hotel this year -- the Clarion (information
listed below). The Clarion will be hosting our Sunday elims and is
holding a block of rooms at $75 each, which will be held only until Oct.
15.

NOTICE TO ALL JUDGES
If you are interested in judging in the Varsity Policy Division for all
three days of the tournament, Newburgh Free Academy will pay you $200,
provide you with a hotel room, and give you some food. In the
Lincoln-Douglas Division, judges that judge 2 days will be paid $125, be
given a hotel room on Friday night, and be provided with some food. If
you can not work all days, but are still interested in judging, some deal
can be worked out. All interested should contact Sheryl Kaczmarek at
SherylKaz@aol.com.

REGISTRATION DEADLINES AND CONTACT INFORMATION:
The registration deadline is Oct. 29 for contestants. After that time, we
will allocate any remaining spaces to teams/individuals on the various
waiting lists. The best way to register is by e-mail (SherylKaz@aol.com)
as the debate office still doesn^Òt have a working phone line. You may
also call us at home (845) 565-0815. Please use the home phone number for
the MANDATORY confirmation call on Thursday evening from 5 to 9 p.m. On
the day of the tournament, please use ONLY my Cell Phone (914)-541-6242.

DIRECTIONS TO NEWBURGH FREE ACADEMY/NORTH JUNIOR HIGH:
Policy debaters should be dropped off at NFA and LDers at North. If you
are in the Policy Divisions ONLY, you should register at NFA and if you
are in the LD Divisions ONLY, you should register at North Junior High.
If you have students in both types of debate, you may pay your fees at
either school, but please check in with the tables at BOTH schools so
that each tab room knows you and your students have arrived. We will be
feeding and housing kids at the school where they are debating, and we
will shuttle them all back to NFA at the end of the preliminary rounds.
NFA is located on Fullerton Avenue and North Junior High is located on
9W. To get to either school, you should take Exit 10 South, off of I-84.
If you are coming from the west, you should turn right at the bottom of
the exit -- you will be on 9W -- and if you are going to North stay on 9W
until you see the school on the right. If you are going to NFA, stay on
9W for a few blocks and then turn right on North Street (there is a law
firm on the left). NFA is a few blocks further on the right, around a
large curve. Go to the main entrance at either building.
