Dear Coach:
Santa Clara University Philalethic Debating Society invites you and
your squad to participate in the Rev. James J. Dempsey SJ Invitational
Speech and Debate Tournament to be held on Friday-Sunday, December
10-12, 2004. The tournament is, as always, designed to get your
students excited about speech and debate activities outside the
classroom in a supportive, educational atmosphere.
Due to the size of recent tournaments we are once again imposing
limits on registration in debate. Schools can enter a maximum of 5
entries per division of Lincoln Douglas or policy debate. A maximum
of 5 waitlisted teams may be allowed to enter in each division based
on space availability and date of pre-registraton. Wait listed
entries participating, if any, will be notified on Tuesday, December 7
by phone and/or email. We will again offer Congress.
NOTE: In an effort to make for an earlier Saturday evening we've moved
the third round of both events to Sunday morning.
The tournament is named in honor of Fr. James J. Dempsey, S.J., long
time coach and founding member of the Northern California Forensic
Association. The tournament is named in honor of the late Rev. James

Northern California Forensic Association. Fr. Dempsey directed the
program at the University of San Francisco for many years pioneering
then experimental activities such as middle school competition, no
evidence team debating and bilingual debating for minority Chinese and
Hispanic students.
We use the September/October NFL LD topic.
Enclosed are entry forms, tournament schedules and a map of the
college campus. Entries should be received no later than Friday,
December 3. Email your registration to mjaich@scu.edu. Please, no
telephone or mail entries. Fees will be assessed at 6 p.m. on
Wednesday, December 8. Any changes or drops after December 8 will be
charged a $10 nuisance fee. All space in debate and events will be
allocated on a first come, first served basis; so fax or email your
registration early. Do not assume your teams have been accepted until
they're listed on the "confirmation list" on our outgoing phone
message or confirmed by email Thursday morning, December 9.
Schools should bring qualified judges. One judge for every two
debate teams; four Lincoln Douglas debaters/duo entries or five event
entries in your heaviest event pattern. Please call if you have
questions about your judging requirements. School will pay a judging
penalty fee per event slot, Congress entry, Lincoln Douglas/Duo Interp
or debate team not covered by school judges.
The Airport Hyatt Hotel will again be the designated tournament hotel
with a special rate for Dempsey participants with rooms for up to four
people at a $75.00 rate. Please contact the Hyatt Hotel group
reservations directly at 888.975.1234 or 408.993.1234 to make
reservations. Our contact person is Andy Toledo and he is available at
all times to make your stay at the Hyatt a pleasant one.

Divisions, Rules and Sweepstakes
Students will compete in two divisions: Open and Novice; both
divisions will receive trophies. We reserve the right to combine
divisions for the purposes of preliminary competition if the entry
warrants. The tournament holds a sweepstakes for small and large entry
schools for overall performance and best speaker awards for team
debate divisions.
Generally we use CHSSA rules. Exceptions include: persuasive will
include both advocacy and other "persuasive" speeches, extemp is
combined national and international, we will accept hybrid debate
teams. Novice is normally defined as those students in their first
year of competition. Notes are always allowed in both divisions.
Debate judges are free to determine style questions at the beginning
of each round. Team debate must be two person.
Judges/Elimination Rounds
Schools are required to provide one judge for every two teams, four
Lincoln Douglas debaters/Congress entries/duo teams and/or five
eventers. Judges are committed to elimination rounds up to one round
past where the school drops from competition. Judges are assumed to
be experienced and prepared to judge their assigned events. Brackets
will be broken to avoid teams from the same school hitting each other.
Semifinals will be held in individual events with 50 or more entries
or at the discretion of the tournament director. Undersubscribed
events may waive finals. Debate will advance to octofinals if entry
warrants. Check the schedule at registration to determine divisions
going to octofinals. Schools who fail to check in at the judging
table when assigned may be fined the above penalties per round.
Patterns
The tournament will consist of six preliminary debate rounds and the
three preliminary rounds of events. Individual events will be divided
into two patterns.

Bill #1: Sudan
Whereas genocide is taking place in the Sudan, and
Whereas the United States has a moral responsibility to stop genocide
when it can,
Be it Resolved: The US should unilaterially intervene militarially in
Sudan to stop the genocide.
Bill #2: Intelligence Czar
Whereas the 9-11 commission recommended increased monitoring of
domestic threats in the war on terrorism, and
Whereas the new enemy of terrorism demands reasonable intrusions into
the lives of reasonable people,
Be it Resolved: That the USFG should establish a new intelligence
czar to oversee domestic and foreign intelligence gathering in the war
on terrorism.
Bill #3: Driver Liscenses for Illegal Aliens
Whereas an automobile is necessary to provide a basic living to you
and your family, and
Whereas the an automobile allows for families to engage in their communities,
Be it Resolved: That the State of California will issue drivers
licenses to all eligible persons regardless of citizenship or
immigration status.
Bill #4: Assault Weapon Ban
Whereas the federal assault weapons ban has resulted in fewer assault
weapons on the street, and
Whereas, assault weapons are made for sole purpose of shooting human beings,
Be it Resolved: That the Federal Government will reintroduce the bad
on federal assault weapons.
Bill #5: Charter Schools
Whereas the evidence does not support the claim that Charter Schools
provide a better education, and
Whereas, charter schools are more expensive than traditional education,

support for the charter school program.

Whereas, the percentage of minorities at the top colleges in decreasing,
and Whereas, society needs open access to higher education,
Be it Resolved: that race be recognized as a factor in admission to
public universities.
Bill #7: Cuba
Whereas, past sanctions have not eliminated the Castro government,
and Whereas, the Cuban people needless suffer under current restrictions, that
Be It Resolved: the United State should remove all economic and travel
barriers with Cuba.
Bill #8: Medical Care
Whereas, Americans are buying their perscription drugs in Canada now,
and Whereas, controlling medical costs is a national problem,
Be It Resolved: that the US adopt a national plan for buying
perscription drugs and distributing them to American citizens.

Whereas, information is key to American democracy,
and Whereas, the media provides the voters with much of their news,
Be It Resolved: that the national broadcast news media is politically
biased against the Republicans.

Whereas, National Guard and Reservist troops have been increasingly
used in overseas operations, and Whereas, these troops were
traditionally not used in combat except in national emergencies,
Be It Resolved that the size of the standing U.S. Army be
significantly expanded.

SCU Summer High School Debate Mini Workshop

Santa Clara University Debate, in conjunction with the Santa Clara
Speech and Debate Club, will be hosting its Annual Debate Workshop
Wednesday through Saturday, August 11-15, 2004. The program will have
3 tracks designed for Parliamentary Debate, Policy Debate and
Lincoln-Douglas Debate with an emphasis on working with novice or
junior level competitors. Coaches may take the program for a reduced
tuition.
For Policy (team) Debate the program will focus on the national topic,
affirmative and negative debate strategies, topicality and stock
issues, rebuttal strategies, and research techniques. For
Lincoln-Douglas Debate and Parliamentary Debate we will teach classes
in case construction, philosophical positions, value/criterion,
rebuttal strategies, logical fallacies, policy ramifications and
research.
We will have a round robin tournament on the final days of the
workshop for all debaters with awards for the top competitors.
The workshop will also feature experts on this year's national policy
debate topic on U.N. Peacekeeping. Speakers will cover a variety of
areas from the perspective of a professional or expert in the field.
The schedule will allow ample research time, as well as access to the
university library and computer resources. Evidence sets and briefs on
the national topic will be supplied to every four-day workshop
participant. Students will have computer lab access and use of a
lexis/nexus account for evidence.
Staff lecturers include Lisa Kawamura of Cal Poly San Luis Obispo,
Shawn Whalen of San Francisco State, Steve Clemmons formerly of
Macalester College, Ivan Oplanic of San Francisco State University and
Robert Buscho formerly of UC Riverside. We will also have college
debaters from UC Davis, San Francisco State, Santa Clara and Cal Poly
SLO assisting with critiques of debaters and judging the round robin
competition. Students do not need to have a designated or preferred
partner to participate in the workshop.
The cost for these four days of instruction, materials and evidence
will be $150 . To register, complete the following form, and send it

We have arranged for dormitory housing on campus for a rate of $25 per
night (double occupancy) and $40 per night (single). Housing is
limited; please register early. Dorms are single gender by floor with
one floor for families only. Bathrooms are communal. Food is available
on campus and just across the street for commuters and dorm residents.
A schedule, a map, as well as a list of local hotels, restaurants,
etc. will be sent to you upon receipt of your registration.
