Dear Coach:
We cordially invite you to the Twenty-Sixth Annual Roger E. Reeder
Washington Classic Debate and Speech Tournament at Thomas A. Edison High
School. The school is located in historic Alexandria, Virginia, minutes
from Washington, DC. The tournament will begin Friday, September 26, 1997,
and will run through the evening of Saturday, September 27, 1997. We hope
that you will take advantage of this fine Debate and Speech opportunity as
it is an excellent experience for your teams.
We are extremely pleased to announce that both Policy Debate
Quarter-finalists and Lincoln-Douglas Debate Quarter-finalists will earn
one qualification for the Tournament of Champions hosted by the University
of Kentucky.
Schools traveling a distance are offered a limited amount of free
housing in our student^Òs homes Friday night. If you have any questions,

General Information
The Policy Debate Division
We will offer Varsity and Junior Varsity divisions of two-person,
switch-sides, cross-examination debate on the national topic, with 8-3-5
format and 8-minute preparation time for Varsity teams; 10 minutes for
Junior Varsity. Each division will have six preliminary rounds. Both
Varsity and Junior Varsity will break to Octo-finals. Schools will be
limited to eight total teams in both divisions with no more than five
teams in any one division. A complete schedule is attached.
Awards will be presented to each team reaching elimination rounds and
to the outstanding individual speakers in each division.
The Lincoln Douglas Division
We will offer Varsity and Junior Varsity divisions of Lincoln
Douglas debate and will feature six preliminary rounds breaking to
octo-finals (doubles if numbers permit) in both divisions. There will be
three minutes preparation time. The topic will be the Sept/Oct NFL.
Awards will be presented to each student who reaches the elimination
rounds. A complete schedule is attached.
The Speech Division
Each school may enter a maximum of 6 students in each individual
event. Any one individual may enter up to three events. The tournament
is designed to encourage new students to gain experience and enter mutiple
events. However, it will be the responsibility of the student to attend
all rounds in a timely manner. A student who misses a round in an event
will be disqualified from elimination rounds in that event. Students
should notify judges of multiple entries.
Three preliminary elimination rounds will be held. Breaking for
elimination rounds will be determined by (1) total ranks, (2) points, (3)
high/low ranks, (4) total numbers of ones.
Each school must provide one judge for every five competitors with
a duo team considered as one entry. Ballots for preliminary rounds will
be given to the coach at registration. It will be the responsibility of
the coach to see that all judging requirements are met. Any round not
covered by a judge will result in a $100 fine or disqualification of all
students from that school entered in the tournament. For all elimination
rounds we will be using three-judge panels. Therefore, each school will
be required to cover at least one round past the elimination of their last
student.
Awards will be presented to all students reaching the final round.
Certificates will be provided to those reaching the semi-finals.
THE EVENTS -Events will be split into A & B Patterns once all
entries have been recieved
Original Oratory
Speaker will deliver a 6-10 minute speech of their own creation.
A full manuscript of the speech must be available. The speech should be
memorized, however liberal enforcement of this rule will be in effect. The
purpose of the speech is to persuade the audience to a course of action
and/or consider an alternative viewpoint regarding a topic. Limit 150
words of quoted material.
Extemporaneous Speaking
Original speech prepared during a 30 minute staggered draw.
Students will choose from both domestic and international topic areas.
One 3X5 card is allowed for reference during the speech. Time limit 3-7
minutes.
Impromptu Speaking
Speakers will deliver a speech not to exceed 7 minutes (prep time
included) on a topic of general interest. Each speaker will choose from
two topics provided by the judge. Speakers may use brief notes for
reference in their speech on one 3X5 index card.
Duo Interpretation
Readings must come from a published literary work involving two or
more characters. The material may be either serious, humorous, or both.
Manuscripts are required. The speakers must include an introduction.
Props and make-up are forbidden. This is an interpretation event. The
event will follow NCFL rules. Time limit 10 minutes.
Oral Interpretation of Literature
Students will alternate a performance of poetry and prose by
round. Both performances are readings and may be humorous or serious in
nature. A manuscript must be held during performance. The speaker must
include an introduction. Students using multiple sources must give
recognition for author and title during the introduction and should center
their performance around a particular theme. Time limit: 10 minutes.
Dramatic Interpretation
Speakers will present an interpretation of published material of
literary value from a dramatic work of serious or humorous nature.
Coaches should designate each entry in this event as either HI or DI on
the entry form. If sufficient entries warrant, the events will be split.
No make-up, costumes, or props are allowed. Use of manuscript is
acceptable, but not required. Time limit: 10 minutes.
Entry and Registration
Please complete the attached registration forms and return them with
your registration fee by Friday September 19, 1997. Drops for all events

JTKane@Erols.Com. Fees will be fixed at 8:00PM Tuesday, September 23,
1997. NEW THIS YEAR, You must call 703-924-8135, between 3:00pm and
7:00pm September 25, 1997, to confirm your registration, judging, housing,
and fees. All registrations are final at this time. Any change at the
registration desk Friday will be charged a $5.00 per change tax.
Fees
Varsity Debate Team $50.00 We are requesting a five dollar donation
with your registration
Junior Varsity Debate Team $50.00 to be given to the National Debate
Coaches Association in
Lincoln-Douglas $25.00 per entry order to provide grant money for new
debate programs around
Speech $ 7.50 per entry (Duo $15.00) the country. Thank you for your
support in this effort.
Judging
A qualified judge -must have graduated from high school- will be
required for each two Policy debate teams, four Lincoln-Douglas entries,
or five speech entries. A limited number of hired judges are available at
$110.00 per judge. All judges are responsible for judging one round after
their last team has been eliminated. Please call if you have any
questions.
Housing
A limited amount of free housing is offered to schools traveling a
distance. Housing will be assigned on a first-come, first-served basis.
The deadline for housing requests is September 17, 1997. We cannot honor
requests made after this date.
