Dear Colleague:
We are pleased to invite you to the Bower Aly Memorial Forensics Tournament,
February 27,28, and March 1 1998. Unfortunately, due to construction on the
University of Oregon campus, we must hold our tournament on Friday, Saturday
and Sunday this year. The number of rooms we have lost to construction has
made holding a large tournament during Friday classes impossible. We are
holding our tournament on Sunday only as an emergency measure, and plan to
return to our traditional Thursday/Friday/Saturday schedule next year.
As is the tradition, we will offer junior and senior divisions of both
Cross-Examination debate on the national resolution and Lincoln-Douglas
debate on the March-April national value proposition. A geographic preset
will be employed in debate to ensure diversity of competition. Due to an
annual shortage of high school supplied debate critics, we must insist that
all schools entering debate teams supply at least one qualified debate critic.
In addition to two forms of debate, we will offer nine individual events in
two conflict patterns, and Student Congress. Students may not enter
conflicting events. Conflicts are as follows:
Pattern A: Extemporaneous, Expository (open only), After Dinner Speaking
(open only), Humorous Interpretation, Duo Interpretation (open only)
Pattern B: Oratory, Serious Interpretation, Impromptu, Radio Commentary
(open only)
Debate: Cross-Examination Debate, Lincoln-Douglas Debate
Student Congress: Conflicts with all other events.
We must have your registration by 12:00 noon, Monday, February 23. A motel
list has been included for your convenience. In view of the heavy
attendance in previous years, we strongly recommend you make your
reservations now. We look forward to seeing you and your students.

Registration: Tournament headquarters will be located in the EMU (Erb
Memorial Union), Fir Room.
Events will be posted in front of the Fir Room.

Judges: Each school should provide one qualified judge for every two debate
teams entered. No school may enter debate teams without supplying at least
one debate critic. Each school must also provide one judge for every six
entries in individual events. We must assess fees for debate teams and
individual event entries not covered by judges. WE WOULD PREFER JUDGES TO
YOUR MONEY.
Entry Fees: WE ARE NOT ABLE TO ADJUST FEES AFTER FEBRUARY 23. Absolutely
no cash will be disbursed as change for checks or Purchase Orders exceeding
registration fees. Additionally, no adjustments can be made to Purchase
Order amounts exceeding registration fees. All fees have remained the same
as last year.

Each Cross-Examination Debate Team $ 9.00
Each Lincoln-Douglas Debater $ 7.00

Judging Fee per uncovered Cross-Examination Debate Team $75.00
One judge covers two debate teams.
Judging Fee per uncovered Lincoln-Douglas Debater $37.50
One Judge covers four L-D debaters.
Judging fee per uncovered individual event slot $ 15.00
One judge covers six individual event slots.
Awards: Trophies will be awarded to all finalists in individual events and
to debaters reaching the elimination rounds.
Sweepstakes: Six sweepstakes trophies in three divisions will be presented
to 1) the top two schools with 9 or fewer individuals entered; 2) the top
two schools with 10-15 entered; and 3) the top two schools with 16 or more
entered. Sweepstakes will be awarded based on the following formula:
Cross Examination
First- 20 points
Second-15 points
Semifinalist- 10 points
Quarterfinalist- 5 points
Octafinalist--1 point
Lincoln-Douglas
First- 15 points
Second- 10 points
Semifinalist- 7 points
Quarterfinalist- 3 points
Octafinalist--1 point
Individual Events
First- 10 points
Second- 7 points
Third- 5 points
Finalist- 3 points

Finals Nomination- 3 pts.
Parking: Throughout the tournament, you should park your bus, van or car
near 15th and Agate or at the Visitor's Parking Area. Do not park illegally
in a reserved parking space or you will be ticketed.

Division Requirements
Junior Division Debate is limited to competing Frosh and Sophomores, or
Juniors and Seniors who do not have debate experience prior to 1997-1998.
This means that if Juniors and Seniors who have had competitive experience
in individual events prior to 1997-1998 but have not competed in debate, may
enter junior division debate.
Senior Division Debate is open to all students. Juniors and Seniors with
debate experience prior to 1997-1998 must register in this division.
Junior Division Individual Events are limited to Frosh and Sophomores, or
Juniors and Seniors who have not had any competitive experience prior to
1997-1998.
Senior Division Individual Events are open to all students. Juniors and
Seniors with any competitive experience prior to 1997-1998 must register in
this division.
Open Division Individual Events are open to all students. We are offering
ADS, Expository, Duo Interpretation, and Radio in Open division only.

Conflicting Events
Please note the conflicting events on page one. STUDENTS MAY NOT ENTER
CONFLICTING EVENTS. Also, students may enter only one form of debate.
Supervision
All students must be accompanied and supervised by an educator or other
adult sanctioned by the student's school district and High School.

Cross Examination Debate
Topic: The National Cross-Examination Proposition; Time
limits-8-3-8-3-8-3-8-3-5-5-5-5;
Prep. time: 5 minutes per team.
Lincoln-Douglas Debate
Topic: The March/April National Value Proposition; Time
limits-6-3-7-3-4-6-3; Prep. time: 2 minutes per debater.
Extemporaneous Speaking
Topics drawn from news events of the past 3 months. 30 minutes preparation
time. 7 minute maximum, 30 seconds grace. No notes.
Humorous Interpretation
Prose or drama. Memorized, No unpublished works allowed (e.g., recordings).
10 minutes maximum, NFL Rules.
Serious Interpretation
Prose or drama. No unpublished works allowed (e.g., recordings). 10
minutes maximum, NFL Rules.
Radio Commentary
Contrast, comparison or analysis of a recent news event. Contestants read
from a manuscript and are out of sight of the judges if possible. Time
4:45-5:15.
Duo Interpretation
Memorized, 10 minutes maximum, NFL Rules.
Expository
Speech to inform. 8 minutes maximum, 30 seconds grace. No notes. Visual
aids permitted. Maximum 100 quoted words.
Oratory
Speech to persuade. 10 minutes maximum, 30 seconds grace. No notes.
Maximum 100 quoted words.
Impromptu
Topics will be of a philosophical/proverb nature. Choice of 3 subtopics.
No preparation time, no note. 5 minutes maximum, 30 seconds grace.
After Dinner Speaking
Speech to entertain with a purpose (not a vaudeville act or comedy routine).
No notes. Must be original material. 6 minutes maximum, 30 seconds grace.
Student Congress
Students will deliberate the merits of bills and resolutions presented by
the student delegates using Robert's Rules of Order. ***There will be two
sessions of student congress each lasting 90 to 100 minutes. *** A judge
will evaluate each session. Based on the scores from these rounds and
nominations by the parliamentarian, supercongress delegates will be chosen
to compete on Sunday.
Student Congress awards will be based on rankings and ratings from the
supercongress
Students are encouraged to bring their own bills. A backup set of 3 bills
will be provided by the tournament in the event that student bills are sparse.
