Tualatin High School Invitational
Friday and Saturday, November 13-14, 1998
at Tualatin High School
You and your team are cordially invited to attend the Tualatin High School
Tournament scheduled for Friday and Saturday 13th and 14th of November.
The tournament will offer Novice and Open divisions in the following
events: Oratory, Expository, Radio, Humorous Interp, Dramatic Interp,
After-Dinner Speaking, and Extemperaneous speaking. Lincoln Douglas and
Cross-Examination debate will have Novice, Junior, and Open divisions. The
tournament will also offer a full day of student congress.
Event Information
Oratory- A persuasive speech written by the competitor of (sometimes)
political, social, moral, or economical importance. The time limit is 10
minutes with no grace period. Scripts or notes are permitted.
Expository- A speech designed to inform on an interesting topic. Usually
visual aids are used to give the audience a greater understanding of the
topic. The time limit is 8 minutes with a 30 second grace period.
Expository speeches must be original.
Radio Commentary- A speech usually on current events which is done in the
style of radio (the speaker does not face the audience). The time limit in
Radio is between 4 minutes 45 seconds and 5 minutes 15 seconds with no
grace period. Radio speeches also must be original.
Humorous Interpretation- Humorous works can be drawn from prose, poetry,
or drama (works must be published). The time limit is 10 minutes with no
grace period. Competitors can either use scripts or memorize their pieces.
Limited movement and gestures are permitted.
Dramatic Interpretation- Same as above, save the works used should be
serious in nature.
Duo Interpretation- A two person event with rules similiar to Humorous and
Dramatic, but pieces can be drawn from either type.
Extemporaneous- A speech which answers one of three questions presented to
the speaker. There is a 45 minute period of preperation for the speech,
during which time the speaker may (and should) draw materials from any
books, magazines, and newspapers available. The speech must be memorized-
no notes can be used. The speech time limit is 7 minutes with a 30 second
grace period.
After Dinner Speaking- After Dinner speaking is a 6 minute long original
speech. The topic of the speech should be a serious, important issue, but
with humorous undertones (not a random string of jokes Seinfeld style).
Scripts may be used. There is a 30 second grace period, plus time allowed
for laughter (if any).
Student Congress- Mock parlimentary proceedure in which students present
bills or resolution for group discussion. Speeches are 3 minutes long.

LD Value Debate- One on one value debate on the November-December NFL LD
topic. Speech times are 6-3-7-3-4-3 with 2 minutes prep.
Cross-Examination Debate- Team policy debate using the NFL '98-'99
resolution: The United States should substantially change its foreign
policy towards Russia. Speech times are 8-3-5, with usually 5 minutes
prep. 6 minutes of prep time may be given by the judge if time permits
(like on Friday, where debate times are longer, and only if rounds get off
on time).
In novice division, affirmatives have to fall under the Oregon state Novice
Debate areas:
MOX Reprocessing, Ban NATO Expansion into Latvia, Estonia, and Lithuania,
Ban IMF Funding in to Russia, Increase Russian Nuclear Safety
(Weapons/Reactors), Discontinue Support for Yeltsin, and Increase US
Support for Human Rights in Russia.
Divisions
Individual Events:
Novice - No tournament experience prior to this year
Open- Any others
Debate:
Novice- No tournament experience prior to this year, no summer
debate camp experience
Junior - Second year debaters or novices with debate camp experience
Open - Any others
If there are insufficient entries in either junior or open division then
the two divisions will be collapsed into Open. Novice division shall not
be collapsed.
Patterns
Pattern A of individual events: ADS, Radio, Expos, Extemp prep
Pattern B : Oratory, HI, DI, and Extemp
Event Conflicts
It is important to note that there are some conflicts between certain
events (see schedule).
-Duo Interp and debate conflict- no one can enter both
-Extempers cannot enter any of the events in Pattern A (Radio, expos, ADS)
because that is when extemp prep is running
-Congress (obviously) conflicts with everything else
-CX debaters should be cautious when entering IEs. On Saturday, the
debate rounds are only 1 and a half hours long, so triple entering (or
double entering in long individual events, like Oratory or interp) might be
risky.There are no conflicts (except for duo) but we want to make sure that
the tournament runs on time. If you are late for your round then you will
be disqualified.
-Exposers beware: Pattern A rounds are only 45 minutes long. That
shouldn't be a problem with ADS and Radio, but expos is a bit longer- so I
warn those who want to also enter in Pattern B

There is no lunch break, but there will be concession stands here selling
food and drinks at all times (pizza slices, sandwiches, etc.). There is no
fast food within walking distance.
Awards
Awards will be presented for first, second, and third place in all events.
Awards will be given to Outstanding Chairs and Superior Speakers in
Congress. Finals will occur only in events where it is necessary to
determine the winner. In debate, if entries permit, then "hidden" quarter
finals and semi-finals will take place while everybody else debates normal
rounds.
Entry Fees
School fee- $20.00
Individual Events and Congress- $3.00 per entry
LD Debaters- $5.00 per person
CX Debate teams- $10.00 per team
These fees will be assessed on Tuesday, November 10th, at 4:00 p.m. Drops
after that cannot be refunded.
Judging Fees
Each judge covers 10 enteries in individual events or congress. Entries in
either event which are not covered will need to pay an additional $10 per 5
uncovered entries (example: if 20 are covered, and the team has 27 entries
in both IEs and congress, then an additional $20 will need to be paid to
cover judging).
Each judge (those who can judge debate) also covers 4 debaters. That means
one judge could cover two CX teams, one CX team and two LDers, or 4 LDers.
For every debater who is uncovered, an additional $5 must be paid to cover
judging (which translates into $10 per CX team).
Due to the difficulty of hiring judges, it is always perferrable that you
bring judges instead of money (although we'll take either).
Entry Deadline
Please get your entry to us (by email, fax, or snail mail) so that it is
received by Monday, Nov. 9th. Entries which are too much later may be
rejected. Also, it is important to note that last year we came close to
filling our room capacity with IE entries. Therefore, it is important to
register early, or we may be full.
