1.  NO IT DOESN'T.

The counterplan says that the plan is a bad idea because of the net
benefits.


2.  AFF SHOULD DEFEND EVERY PART OF THE PLAN.

They have infinite prep to write the plan correctly.  If they lose to this
counterplan, they'll go do some research to defend to plan as is, or
they'll run the counterplan as their plan in the future.  Either way,
they'll have learned something.


3.  NO IMPACT.

Yes, maybe the plan is a good idea, but the counterplan is a better idea.
We shouldn't pass every policy that's a good idea, when some are better
than others.
