Subject:        TOC:  2003 CHANGES

Please note the following changes that will be instituted for the 2003 TOC.

1. FIVE ROUNDS OF JUDGING PER TEAM OR LD ENTRY:  This year we are asking
you to provide five rounds of judging for each team or LD debater. This new
practice is being done to preserve the judge preference system without
increasing the costs for guest judges or entry fees.

2. JUDGING PHILOSOPHIES MUST BE ENTERED ONLINE.  We're are switching from
the old system of distributing the philosophies at the tournament to having
each judge to post their philosophy online. If a school hires a judge, the
director of debate for that school is responsible for ensuring that this
occurs. PLEASE NOTE: A one hundred dollar fine will be levied on each
school that does not comply with the posting of judge philosophies.

3. INSTRUCTIONS FOR POSTING JUDGE PHILOSOPHIES ONLINE.

1) Surf over to www.thendca.com

2) Click on "judge philosophies"

3) Click on "submit judge philosophies"

4) Cut and paste your philosophy into the appropriate window

5) Click "submit"

4. DEADLINES FOR SUBMITION OF BOTH FULLY QUALIFIED AND AT LARGE BID
APPLICATIONS.  Both Fully Qualfied and At-Large applications must be in
Lexington, KY by five P.M. on March 15. Fully qualified applications must
be accompanied by all required fees.  At-Large applications must be
accompanied by the $75 dollar processing fee.  At Large applicants should
not send entry fees unless notified that you have been accepted.
