Subject: TOC: Issue Clarifications
I have received inquiries concerning several TOC matters which are in need
of clarification.
1. What happens when an entry from the same school advances over
another entry from that school into a level that is a TOC qualifier?
BOTH ARE CONSIDERED A QUALIFIER. Please note: do not interpret this to
mean that this is the case if the advancement does not take the person or
persons into a qualifying level. For example, if entry A from the
U.S.S.R. Advances over entry B from the U.S.S.R. from the octo-finals to
the quarter-finals and the quarter-finals is not a qualifier, entry B is
not qualifier even if entry A ultimately reaches a qualifying level.
2. Are both the Elk Grove tournaments qualifiers for the 1998
TOC?
YES, BUT THIS WAS NOT THE INTENT. As I recall, when Elk Grove was placed
on the list as a qualifier in policy debate at the finals level, no
mention was made of two Elk-Grove tournaments. Since I had no immediate
way of deciding between the two tournaments and since I had no knowledge
of attendance at either tournament, I advised people that we would count
them both for this year. Please be assured that this situation will be
carefully reviewed at the next TOC advisory committee.
3. Are both the November and December Southern Cal tournaments
qualifiers for the 1998 TOC?
THE ANSWER IS YES. For this year, we are treating the December Southern
Cal tournament as the Loyola tournament being held on the campus of USC.
USC is a TOC qualifier in the November tournament in policy debate in the
quarter-final level and at the semi-final level in Lincoln-Douglas debate.
For the December, it will be the same as originally announced for Loyola:
Quarterfinals in Policy Debate, no qualifiers in Lincoln-Douglas debate.
AGAIN, THIS IS A ONE YEAR DECISION. I WILL ASK THE TOC ADVISORY COMMITTEE
TO CAREFULLY REVIEW THE DECISION AT OUR APRIL MEETING.
