FIRST YEAR OUT JUDGING MODIFIED FOR TOC:
Last week I posted an announcement to the effect that first year out of high school students would be ineligible to judge at the TOC. I think I have come up with a method that will conform in principle to the majority on both the LD and Policy advisory committees who think first year out people should not judge while at the same time satisfying the coaches who want them to judge as well as the first year out people who wish to judge.
BEFORE DETAILING THE PLAN, I WANT TO STRESS THAT SCHOOLS WILL NOT BE ABLE TO LIST FIRST YEAR OUT PEOPLE AS THEIR JUDGE. Under the plan described below, only the tournament director can employ first year out debaters to judge.
NEW PLAN: In the preliminary rounds coaches are permitted a set number of STRIKES, usually three to five. Under this plan coaches would still be permitted the same number of strikes and not have to use any of those strikes on first year people. They could strike all the first year people without having to use any of their alloted strikes. In other words, coaches could use all their strikes on other judges and in addition strike all first year out people if they choose to do so. The same principle would apply to out rounds. Striking first year out people would not count against alloted strikes.
MORE DETAILS ON THE PLAN: Using the above plan, first year out people would be used in mutually acceptable rounds if needed, AND THEY WOULD BE PAID BY THE TOURNAMENT.
FINAL REMINDER: Under this plan, once again, first year out people cannot be used by schools as their tournament judge nor hired by schools to judge for them.
STRENGTH OF PLAN: As previously stated, this plan should satisfy those who want and those who do not want first year out students judging. At the same time, it will give the tournament director considerable flexability in assigning judges and enable us to use the services of many competent first year out judges.
