THE ROAD TO THE FINAL TOC OF THE 20TH CENTURY
(SATURDAY, SUNDAY,AND MONDAY, MAY 1,2 AND 3.)

TOC POWER MATCHING
I have accepted the recommendation of both the LD and Policy Advisory Committee's to use only high-low in all power matched rounds for the 1999 TOC. We will assess the outcome of this experiment before we adopt it as a permanent policy.
ALL DEBATERS MUST BE ACCOMPANIED BY AN ADULT
All debaters in both divisions must be accompanied by an adult chaperone. If the chaperone is someone other than a faculty or administrative representative from the school or a parent, I must have a letter of approval from both the principal of the school and the parents involved.
TRANSPORTATION NOT PROVIDED IN LEXINGTON
I need to remind all participants and coaches that the University of Kentucky will not be providing transportation for the 1999 TOC, to and from the airport and to and from the school. We have previously notified all those requesting transportation of this. But, it needs to be repeated in case some of you are planning to call on us for transportation. UNIVERSITY VANS AND CARS MUST BE DRIVEN BY A UNIVERSITY EMPLOYEE AND WE SIMPLY DO NOT HAVE SUCH A PERSON AVAILABLE, ESPECIALLY ON DERBY WEEKEND.

In addition to the Harley Hotel blocks of rooms are being held at the four hotels listed above. Due to the Keeneland Races, the deadlines for reservations will be strictly enforced.
RESERVATIONS AT EMMETT'S RESTAURANT
A new Lexington Restaurant featuring European and American cuisine has opened in Lexington since TOC 1998. My daughter Elizabeth and her husband Joe have converted his boyhood farm home, which backs up into the city, into a restaurant that is the largest in Lexington. The restaurant is named for his father.
MUCH MORE IMPORTANT TO THE DEBATE COMMUNITY than the ownership is the fact that Joe and Elizabeth have been extremely fortunate in securing the expertise of former UK debater and National Champion: OUITA PAPKA and her husband CHRIS to operate the restaurant. Ouita is in charge of the kitchen and Chris will oversee other aspects of the enterprise. Both are graduates of the American Academy for Culinary Arts in New York.
RESERVATIONS: If you want to dine at EMMETT"S during the Kentucky TOC, you need to call immediately. THIS IS DERBY WEEKEND!! And the restaurant is almost filled. I SUGGEST YOU TRY TO GO ON SAT OR SUN EVENING, SINCE MANY DERBY FOLKS WILL BE THERE FRIDAY BEFORE THEY LEAVE FOR THE DERBY IN LOUISVILLE ONSAT. The number is 606-245-4444. The restaurant is at the corner of Duval and Tates Creek Rd, approx. 8 miles from the Harley. Explicit directions will be available at registration on Fri evening.
If you call for reservations be sure and mention that your with the debate tournament (TOC).
The above information on the opening of the new restaurant is not presented here as a commercial. Instead it is offered to those who are interested as an opportunity to experience some truly fine cuisine that only Ouita and Chris can offer.
More information will be available on the menu board at the Harley as well as on the Net at a later date.
FIRST YEAR OUT OF HIGH SCHOOL CAN NOT SERVE AS JUDGE FOR ANY SCHOOL AT TOC
Those individuals who are in their first year out of high school can not be listed as filling the judging requirement for ANY team attending the TOC. These individuals can be hired judges, provided they are not struck by one or more of the schools involved in any given round.
