THE ROAD TO THE FINAL TOC OF THE 20TH CENTURY
(SATURDAY, SUNDAY,AND MONDAY, MAY 1,2 AND 3.)
Tournament Hotel: Harley
I want to remind all those interested in participating in the 1999 KENTUCKY NATIONAL HIGH SCHOOL TOURNAMENT OF CHAMPIONS of the following:
1. Fully Qualified Enteries and At-Large Applications
Fully Qualified Enteries and At-Large Applications must be in Lexington no later than
Wednesday, March 17, 1999 at 5 p.m. EST.
2. At- Large Applications Processing
The At-Large Application Fee must accompany your application to cover processing expenses. The fee is non-refundable and will not be refunded if you are not admitted into the Tournament. Unless accompanied by the fee, at-large applications will not be mailed ot committee and fully qualified applicants will not be put in the tournament.
3. Fee Assessment Deadline
Tournament Fees will be assessed on March 29, 1999 at 5 p.m. No refunds shall me made after that date.
4. Team Debaters Must Be From The Same School and Have School Approval
All teams in policy debate at the TOC must be composed of two fully qualified debaters from the same school. No hybrid teams will be admitted. Furthermore, no application will be accepted unless signed by either the Director of Debate or the school Principal.
5. Adult Sponsor Must Accompany All Debaters
All debaters in the TOC must be accompanied by an adult. If that person is not officially connected with the school involved, the application must be accompanied by a parent permission form statement to be entered in the tournament.
6. At-Large Applications
Neither LD debaters nor Team debaters need to have any legs to apply for an at-large
application. The following are the minimal criteria:
1. The at-large applicant(s) must have earned a 60% or greater win-loss percentage at all tournaments attended during the 1998-1999 debate season.
2. The at-large applicant(s) must earn the TOC Advisory Comittee's recommendation.
3. The at-large applicant(s) must be accepted by the TOC Tournament Director.
7. Remaining Qualifying Tournaments
Among others, there are four remaining tournaments which are TOC qualifiers at the octo-finals level in both policy and LD debate. These are:
1. EMORY 2. STANFORD 3. UC-BERKELEY 4. HARVARD
Invitations will be in the packets at Emory
THE CONCLUDING TOC QUALIFIER
The concluding TOC qualifying tournament is at Vestavia Hills, Alabama, in late February. Vestavia is a TOC qualifier in Lincoln-Douglas debate at the quarterfinals level and in policy debate at the semi-finals level.
8. Tournament Invitations
If you do not have an invitation, you may e-mail me at the address on this memo, call

9. Tournament Housing
As indicated above, the Tournament Hotel this year is the Harley Hotel, 606-299-1261.
