Dear Colleagues:

Dr. J.W. Patterson has asked me to continue serving the Tournament of
Champions as a TOC Tournament Assistant for 1998-99. It is an honor to
be asked to serve TOC community for another year and I have accepted,
however, due to my ever-increasing responsibilities to my consulting
clients, Mr. Mike Bietz's duties as TOC Assistant will expand this
coming year. In addition to maintaining the official TOC website at
http://toc.debate.org, Mr. Bietz will be in charge of maintaining
tournament results on the TOC website which have been certified by Dr.
Patterson, representing Dr. Patterson at TOC qualifying tournaments
which he is unable to attend, and assisting TOC Registrar Linda Barker
with qualifying leg certification, as well as other projects.

Last month's 1998 Tournament of Champions ran smoothly and I thank the
coaches, judges, and competitors for their cooperation, enthusiasm, and
professionalism in keeping the tournament on-schedule.  Dr. Patterson
and I want to acknowledge the fantastic job that TOC Assistant Mike
Bietz has done for all of us this past year.  An invaluable member of
the TOC administrative staff, he has spent countless hours maintaining
the TOC website, tracking down tournament information, helping TOC
Registrar Linda Barker verify qualification legs, and putting together
detailed statistical data on the distribution of TOC qualifying legs;
all in addition to helping run the TOC L-D tab room.  Mike has been a
true friend and colleague to me personally--as my consulting load has
increased, he has always been there to make sure the TOC-related
correspondence was handled in a timely manner.  His unselfish assistance
has been to all of our benefit.

This TOC announcement contains important updates and the official
listing of 1998-99 TOC qualifying tournaments in Lincoln-Douglas and
Policy debate.  Mike Bietz is updating the official TOC website as I
write this to include this information.  Please go to the website or
email TOC_Asst@hotmail.com if you have any questions regarding the TOC,
particularly if you have questions about the qualification status/level
of tournaments.  Do not rely on rumors for tournament information.

Several important issues to bring to your attention:

The dates for the 1999 and 2000 Tournament of Champions has yet to be
determined.  Based on campus and hotel availability, Dr. Patterson will
negotiate the best arrangements and will announce the date as soon as
possible.

Due to several certification errors on the part of tournament directors
last year, going forward we are advising the TOC community that Dr.
Patterson and the TOC Tournament administrators reserve the right to
reconfirm tournament results and make appropriate corrections. If a
qualifying leg is posted to the listserves and/or the TOC website but
is, in fact, found to be in error, the leg(s) will not count towards TOC
qualification based solely on the fact that it was posted. A team or LD
debater must actually earn the leg in competition for the leg to count.
When I was a kid, my father always preached that one has to earn what
one expects to receive.  I apologize for sounding like Moses coming down
from the mount, but due to an unfortunate incident last March, what
should be common sense must be explicitly stated to avoid any further
problems.

Based on feedback from the TOC coaches, Mr. Mike Bietz will change the
background of the TOC website pages to a plain color/texture to
facilitate downloading and printing.

A beautiful new TOC tournament logo, designed by Mike Bietz with
production assistance from Creative Internet Solutions (which by the
way, donates the web hosting facilities for the TOC), will debut for the
1998-99 season.  The logo features the distinctive steeple of the UK
campus as well as the Latin phrase:  "Second to none."

Rumors continue to persist that the TOC will be breaking to
double-octofinals (top 32 clearing). There is absolutely NO TRUTH to
this rumor but I receive at least several emails per month asking about
this. Dr. Patterson only accepts 65-70 entries in each division and
breaking half the field is simply not appropriate at this level of
competition. We will, however, continue our practice of holding runoff
rounds to ensure that all competitors with a preliminary round record of
5-2 have an opportunity to clear to octofinals in head-to-head
competition (rather than rely on speaker points.)

It is important to note that these run-off rounds are *not* considered
elimination rounds (instead, we call them round 7.5 or 8) and hence are
NOT automatic qualifiers to the 1998-99 TOC tournament.

TOC Advisory Committee news:

Dr. Patterson met with the TOC Advisory Committees for L-D and Policy
debate and the following recommendations have been approved:

1. Starting with the 1999 TOC, each policy debate team will be allowed a
limited number of strikes (exact number to be determined by Dr.
Patterson based on the tab room staff's recommendation and flexibility
of the judging pool. There was no such recommendation from the L-D
committee, however, Dr. Patterson asked Mike Bietz and Minh Luong to
look into the possibility of allowing one or two strikes in L-D debate.

2. For the 1999 TOC only, the policy tab room will power round five
high-low within brackets. The TOC Advisory Committee and Dr. Patterson
will review the results and decide whether to continue this practice.

3. Dr. Patterson will appoint new 1998-99 TOC Advisory Committees with
an eye towards maintaining adequate representation in all regions of the
country and rotation of members where multiple members now serve
concurrently.

4.  Call for nominations:  Nominations and self-nominations for the TOC
Advisory Committee for both L-D and Policy debate are being accepted.
Please include the following:  Name, school, address, email (if
possible), phone number including area code, brief coaching/service
history, record of attendance at the TOC, and a brief statement of what
the candidate would bring to the TOC Advisory Committee.  Please
indicate to which committee the coach is being nominated.  Nominees must
have at least three years of active coaching experience and be an active
coach during the 1998-99 academic year.  Strong preference will be given
to nominees who have a record of qualifiying students to the TOC on a
consistent basis and plan to be active in the activity for at least the
next three years. Current members need not submit a nomination.  Please

5.  Both TOC commitees voted to retain the open door policy for at-large
bids for one year.  (Translation:  You do not need to earn a TOC
qualifying leg to apply for an at-large bid.)

6. After considering the committee's recommendations as an advisory
body, Dr. Patterson has designated the following tournaments as TOC
Qualifying Tournaments in Lincoln-Douglas and Policy debate for 1998-99
(list attached to the end of this message).

Important note: I have heard reports that several tournament directors
have already started advertising their tournaments based on
conversations with TOC Advisory Committee members, which is unfortunate
because Dr. Patterson's designations differs slightly from the
committee's recommendations. Please remember that the the Advisory
Committee is just that--advisory. Dr. Patterson makes the actual
decisions as TOC Director. Please check the TOC website to verify the
actual TOC qualification status of any tournament you may be considering
attending.

tournament and considered the committees' recommendations in determining
the TOC qualification list.  He took extra measures and time this year
to prevent the changes that we experienced last year and therefore does
not want to be lobbied on moving tournaments up or down.

We will post periodic updates on the listserves and the TOC websites as
warrants.
