Subject: results of first round of national high school debate topic
balloting

The NFHS announces the results of the first round of balloting to
determine the 1999-2000 national high school debate topic. The two topic
areas which will appear on the final ballot are Education and Terrorism.

39 states, the NFL and the NCFL participated in the process. Totals are
as follows:
111 - Biomedical Ethics
148 - American Urban Communities
101 - Education
173 - Child Care
82 - Terrorism

Results featuring the state-by-state balloting will be mailed from the
NFHS office today. A new ballot, which can be used to solicit the
preferred topic, appears at the end of this message and is also enclosed
in the mailing.

Proposed Topic Areas and Resolutions for 1999-2000

Mark the topic and resolution you prefer. The area that receives the most
votes will be the 1999-2000 debate topic and resolution.

 *  Resolved: That the federal government should establish an education
    policy to significantly increase academic achievement in secondary
    schools in the United States.
 *  _____ TERRORISM: How can the United States best cope with the threat
    of terrorism?
 *  Resolved: That the federal government should substantially strengthen
    its policy to combat domestic terrorism in the United States.
